A Bandra-based architect has submitted a comprehensive proposal to the Brihanmumbai Municipal Corporation (BMC), advocating for the creation of accessible and integrated open spaces along the 7km seafront stretch.
The proposal, sent to the BMC commissioner on August 15, follows a directive from the Bombay High Court earlier this month, which supported the architect’s petition for revisions to the existing design. The architect’s proposal emphasises that the open spaces along the coastal road should be accessible 24×7, promoting inclusivity and unrestricted public access. He argues that the spaces will be truly effective only if they are seamlessly connected across the entire seafront, thereby facilitating smooth movement and interaction.
His letter underscores the necessity of integrating these spaces with new parks and ensuring they contribute positively to both the ecological and social fabric of the city. At present, BMC has not yet initiated a tender process for the development of these open spaces. The coastal road, which will connect with the Bandra-Worli Sea Link, is expected to be operational post-Diwali. The architect has urged BMC to avoid private or restricted control over these spaces, including the prohibition of fencing, walling, or imposing entry fees.
This appeal comes in response to BMC’s earlier consideration of restricted hours for public access, which was discussed during consultations with south Mumbai residents. Additionally, the architect has called for continuous pedestrian pathways and cycle tracks along the entire seafront, recommending that the development of open spaces be treated as a distinct project separate from road construction. He has also advised against the inclusion of parking structures or bus depots within these areas.
To ensure high-quality and innovative solutions, the architect has proposed a global competition for the design of these open spaces. He advocates prioritising the competition-winning design over budget constraints during the tender process, insisting that contractors adhere strictly to the competition’s specifications. Furthermore, he recommends that all proposals be made publicly available for comment, with feedback incorporated into the final planning and bidding stages. This proposal aims to transform the coastal road into a vibrant public amenity, aligning with the aspirations of Mumbai’s residents and enhancing the city’s urban landscape.
