Bhubaneswar-Dubai Flights Move Closer to Return With State Support

Bhubaneswar-Dubai flights could return under a state-supported operating model after the Odisha government invited bids from airlines to restart the direct international service suspended in March amid tensions in West Asia.

The tender seeks an airline operator to deploy an aircraft with a minimum seating capacity of 180 passengers and operate at least three flights a week between Bhubaneswar and Dubai. The selected carrier will be responsible for the route’s operational, regulatory, commercial and safety requirements.

The proposed service is intended to restore a direct connection that had previously linked Odisha’s capital with Dubai. The route began operations on May 15, 2023, and was being operated three times a week before its suspension. The earlier schedule comprised flights on Mondays, Wednesdays and Fridays.

Under the tender framework, the state government will provide subsidy support for the service. The document requires the selected operator to maintain safe, reliable and passenger-focused operations while complying with regulations prescribed by the Directorate General of Civil Aviation, the Bureau of Civil Aviation Security, the Airports Authority of India and other applicable authorities.

The arrangement places the airline at the centre of route delivery. In addition to providing the aircraft, the operator will have to meet the required regulatory and safety conditions and manage the commercial and operational aspects of the flights. The tender does not identify the airline that may eventually operate the route.

For passengers from Odisha, a direct Dubai service can reduce the need to use connecting airports for travel to the United Arab Emirates. Dubai is also a major international aviation hub, making the route relevant to overseas workers, business travellers and tourists. The state government has said that restoring the connection is expected to support business, tourism and overseas travel.

The proposed minimum frequency is three flights per week, matching the schedule of the earlier service. The route’s operational return will depend on the completion of the bidding process, selection of an eligible airline and compliance with the requirements set by aviation and security authorities.

The tender process is the latest formal step by the Odisha government to resume direct Bhubaneswar-Dubai flights. The selected operator will be required to begin and maintain services in accordance with the final agreement and applicable aviation regulations.
