Bengaluru Second Airport Faces Fresh Site Hurdles

Bengaluru’s proposed second international airport is facing another round of uncertainty as competing site options encounter technical, environmental and land-related constraints. The latest scrutiny around Harohalli and other shortlisted locations underlines a central challenge for the project: expanding aviation capacity without creating new environmental pressures, excessive acquisition costs or difficult connectivity requirements for the southern and western parts of the metropolitan region.

The state government has not yet finalised a location. Harohalli has emerged as an additional site under consideration, alongside earlier shortlisted areas including Somanahalli, Chudahalli and a location near Nelamangala. Officials are awaiting a comprehensive technical feasibility assessment before forwarding a final proposal to the Airports Authority of India. The site-selection process has already exposed several engineering and operational complications. An AAI pre-feasibility assessment found restricted airspace concerns across the earlier shortlisted locations, while rocky and uneven terrain could increase construction complexity and project costs. Proximity to the Bannerghatta hill range and associated environmental considerations adds another layer of scrutiny for sites along the southern corridor. Harohalli is being examined partly because the government wants to limit land acquisition expenses and avoid relocating entire villages. The proposed airport is expected to require roughly 3,500 acres, making the social and financial consequences of site selection significant.

Minimising displacement could also reduce delays associated with acquisition, rehabilitation and local opposition. The project’s location will have consequences far beyond the airport boundary. A new aviation hub can attract logistics, hospitality, manufacturing and commercial development, but it can also accelerate land-value increases and construction around previously less urbanised areas. Without coordinated planning, airport-led growth could place additional pressure on roads, water supply, public transport and surrounding ecosystems. Connectivity is therefore likely to be as important as runway feasibility. The earlier Kanakapura Road options were considered attractive partly because of their links with existing road infrastructure and the metro network. A remote airport without reliable mass-transit access could increase dependence on private vehicles and taxis, transferring congestion from one corridor to another rather than reducing it. There is also a wider capacity question. The second airport is being planned to support Bengaluru’s long-term aviation requirements and reduce pressure on Kempegowda International Airport. Yet infrastructure investment of this scale needs to be aligned with realistic passenger demand, cargo requirements and regional economic growth rather than simply maximising airport capacity.

The next stage should therefore focus on transparent technical evaluation, environmental safeguards, land impacts and integrated transport planning. For Bengaluru, the strongest site will not necessarily be the one with the cheapest land or easiest construction, but the one capable of supporting long-term connectivity while limiting displacement, ecological damage and additional urban congestion.
