Bengaluru Elevated Road Plans Face Cost Questions

Bengaluru’s proposed elevated-road network is facing renewed scrutiny after the Bengaluru Metropolitan Land Transport Authority awarded contracts for nine corridors at costs above the estimates prepared for the projects. The decision comes despite opposition to several elevated-road proposals, raising questions about construction priorities, value for public money and whether additional road capacity can address the city’s underlying mobility problems.

The projects are being taken forward under the Bengaluru Metropolitan Land Transport Authority’s plans to expand grade-separated road infrastructure across key traffic corridors. The elevated sections are intended to separate through traffic from local movement and reduce delays at congested junctions. However, the cost escalation has become a central concern. All nine awarded packages reportedly exceeded their estimated values, with the difference between projected and awarded costs varying across individual corridors. The scale of the variation makes independent scrutiny particularly important before construction advances significantly.For Bengaluru, the debate is not simply about whether elevated roads can reduce congestion. Grade separation can improve vehicle movement at specific bottlenecks, but its effectiveness depends on what happens at the road network immediately before and after the elevated section. If traffic is merely moved to another junction, congestion can reappear further along the corridor. The Bengaluru elevated corridors also compete for scarce urban investment. Large road projects require substantial capital and can influence land use for decades. The same public resources could potentially support mass transit, footpaths, cycling infrastructure, junction improvements, drainage or better bus services, depending on local needs.

There are environmental and neighbourhood considerations as well. Elevated structures can alter streetscapes, affect properties and create shaded or inaccessible spaces beneath viaducts if pedestrian design is not integrated from the outset. Construction can also temporarily disrupt businesses and local movement. That does not mean every elevated-road project is unsuitable. Where traffic volumes, land constraints and network conditions justify grade separation, elevated infrastructure can have a role. The key question is whether each corridor has been assessed against lower-cost alternatives and broader mobility objectives rather than evaluated only on vehicle throughput. The Bengaluru elevated corridors also need transparent performance benchmarks. Before and after construction, authorities should measure travel times, traffic volumes, pedestrian conditions, public transport speeds and emissions. Such data would make it possible to determine whether the investment produces the promised benefits. Procurement transparency is equally important when awarded costs exceed original estimates. Public disclosure of project assumptions, revised costs and the reasons for variations can strengthen confidence in major infrastructure spending.

For Bengaluru, the immediate issue is therefore larger than nine elevated roads. The city needs an integrated transport strategy that prioritises efficient movement of people rather than simply increasing space for vehicles. Elevated corridors may form part of that strategy, but their financial and urban costs must be weighed against alternatives before scarce public funds are committed at scale.
