Ahmedabad: A recent Right to Information (RTI) application has exposed a significant lapse in the Ahmedabad Municipal Corporation (AMC) regarding the transfer of its officers. According to the RTI findings, over 150 Class 1 and Class 2 officers have not been transferred for extended periods, with some holding their positions for more than three years.
The data reveals that more than 50 Class 1 officers have been serving in the same position within their respective departments for the past four years, while over 100 Class 2 officers have similarly remained in their roles for upwards of three years. This includes 22 assistant municipal commissioners.
State government circulars stipulate that officers should be transferred after every three years to ensure organisational efficiency and prevent stagnation. However, the AMC has not adhered to this directive. The lack of movement within the workforce has raised concerns about potential stagnation and inefficiencies in municipal operations. The AMC has acknowledged the issue, admitting that no formal guidelines have been established for the transfer of its officers and employees. This oversight has resulted in a prolonged tenure for many officers, contravening the state government’s regulations designed to promote rotation and new perspectives within the municipal administration.
The absence of a structured transfer policy has led to a build-up of complaints and dissatisfaction among staff and stakeholders. The failure to implement these necessary changes could impact the overall performance and effectiveness of the AMC, highlighting an urgent need for procedural reform. The AMC’s lack of adherence to established guidelines underscores a broader issue of governance and administrative oversight, reflecting a need for enhanced regulatory compliance and better management practices within the organisation.
