Ahmedabad GIS Mapping Could Reshape Urban Services
Ahmedabad is set for a fresh citywide geospatial survey after the Ahmedabad Municipal Corporation awarded a ₹240 crore contract for a detailed digital mapping system covering properties, roads and underground infrastructure. The project is intended to bring fragmented civic data onto one platform, but its scale also puts renewed focus on how earlier mapping exercises were used, maintained and integrated.
The new Ahmedabad GIS mapping programme will cover roughly 625 sq km and create a three-dimensional digital representation of the city. Around 25 lakh properties are expected to be geo-coded in two phases, while water supply, sewerage and stormwater networks will be mapped with their locations and depths recorded digitally.For residents, the value of such a database will depend less on the sophistication of the map than on whether civic departments actually use the information. A single spatial reference could help engineers locate underground services before road work, identify drainage constraints and coordinate infrastructure projects. It could also support faster responses to complaints where the location of an asset or property is central to the problem.
The project comes after previous GIS exercises were undertaken for individual networks and property-related functions. Those datasets were not developed as one integrated system, creating difficulties in combining information collected at different times and under different technical requirements. AMC’s 2025 procurement documents explicitly envisaged a broader GIS-enabled management system, including property surveys, underground utility mapping and a 3D city platform.That history makes data governance as important as data collection. Urban planners say the new exercise will deliver greater public value if usable legacy information is retained rather than repeatedly recreated. Clear standards for accuracy, updating and inter-departmental access will also determine whether the investment remains useful as Ahmedabad expands.The project is expected to use aerial surveys, LiDAR, road-corridor scanning and other surveying technologies. The procurement framework calls for accuracy assessments across aerial mapping, property geocoding and underground utility surveys. It also envisages digital applications covering property management, utilities, town planning, disaster management and citizen services.
Property geocoding could have a direct fiscal consequence by helping AMC identify properties missing from assessment records. Yet stronger tax administration should be accompanied by transparent data practices, particularly when a city creates a digital identity for millions of properties.The Ahmedabad GIS mapping project is therefore more than a technology upgrade. Its longer-term test will be whether accurate, continuously updated information improves everyday infrastructure decisions, reduces duplication and helps Ahmedabad plan for growth, flooding and increasingly complex underground networks.
