Delhi will restrict the entry and movement of vehicles below BS-VI emission standards from November 1, 2026, under the revised Graded Response Action Plan, in a move that will affect trucks, interstate diesel buses and other vehicles entering the capital.
The Delhi Traffic Police issued an advisory stating that BS-VI, compressed natural gas and electric vehicles will be allowed to enter Delhi, subject to the prescribed rules and exemptions. Vehicles covered by specific exemptions under the notification will also be permitted to operate.
The restrictions follow the revised GRAP issued by the Delhi government’s Environment Department on June 23, 2026. According to the advisory, the measures will remain in force from November 1, 2026, to January 31, 2027, for trucks and vehicles registered outside Delhi, with exceptions for CNG, electric and BS-VI emission vehicles.
The rules will also apply to buses arriving from other states. Interstate diesel buses below the BS-VI emission standard will not be permitted to enter the capital. The advisory does not permit even BS-VI vehicles to enter Delhi without a valid Pollution Under Control Certificate.
Goods vehicles that do not have Delhi as their destination have been advised to avoid entering the city. The traffic police said such vehicles should use the Eastern Peripheral Expressway, Western Peripheral Expressway or other alternative routes. The direction is intended to keep through-traffic outside the capital while allowing vehicles with a legitimate destination in Delhi to follow the applicable rules.
Tractors and jugaad vehicles will also not be permitted to enter Delhi under the restrictions. The advisory lists BS-VI vehicles, CNG vehicles, electric vehicles and vehicles covered by exemptions as the categories allowed to operate, subject to compliance with other requirements.
The restrictions create new operating requirements for freight carriers and interstate bus operators using Delhi’s road network. Truck operators whose vehicles do not need to enter the city will have to plan routes around the peripheral expressways, while vehicles that do enter Delhi will need to meet both the relevant emission standard and documentation requirements.
The traffic police has provided a 24-hour traffic helpline at 011-25844444 and 1095. Immediate police assistance is available through 112. The advisory also lists 14547 for sharing information about anti-terrorist activities. The restrictions are scheduled to continue until January 31, 2027, unless modified under the applicable notification or subsequent directions.
