Upputhara Panchayat Power Shift: UDF Ousts LDF With BJP Vote

Upputhara panchayat in Idukki has changed hands after a UDF no-confidence motion against the LDF administration secured the support of a BJP member and an independent councillor, ending the LDF’s control of the local council.

The motion received 10 votes in the 18-member grama panchayat. Eight UDF members, BJP member Nisha Pradeep and an independent councillor voted in favour. The eight LDF members, including the panchayat president, stayed away from the meeting.

The motion was declared passed by presiding officer C V Ajayakumar, the Kattappana block development officer. Pradeep arrived minutes before the meeting was scheduled to begin and voted against the LDF administration.

The result gives the UDF the immediate advantage in the panchayat, although the report does not specify when a new president will be elected or how the next administration will be constituted. The change follows a vote that relied on support crossing party lines in a closely divided local council.

The episode also triggered action within the BJP. South district president V C Varghese said the party had suspended Pradeep for defying its whip. A party whip is a direction issued to elected members on how to vote in a legislative or local government proceeding.

Varghese also said district secretary Santhosh Krishna had been temporarily relieved of his responsibilities after a complaint from the BJP panchayat committee. The action was taken with the approval of the party’s state committee, according to the report.

The BJP said further action could follow against other leaders if their involvement or a conspiracy was established. That statement indicates that the party is examining whether additional members or leaders played a role in the vote, but no further disciplinary decisions were reported.

The change in control is significant because grama panchayats are responsible for administering local public functions within their jurisdictions. In Upputhara, the immediate political outcome is clear: the LDF president’s administration has lost office after the no-confidence motion, while the UDF has secured the numbers required to displace it.

The vote also illustrates how local councils with narrow party balances can become dependent on individual councillors and independents during confidence proceedings. In this case, the UDF’s eight members did not have the 10 votes needed on their own. Pradeep’s vote and the independent councillor’s support provided the additional numbers, while the LDF members’ absence prevented the motion from being contested through a vote against it.

The next formal step is the formation of the new leadership of Upputhara grama panchayat. The report does not provide the date for that process or identify the person the UDF plans to nominate as president. The BJP’s internal inquiry and any further disciplinary action are also pending.
