Noida Building Plan Approval Gets Faster Under New UP Rules

Noida building plan approval for eligible small residential and commercial plots is set to become faster under Uttar Pradesh’s Model Building Regulations 2026, with automatic approval proposed when applicants meet prescribed design, documentation and construction conditions. The system will apply across the state’s industrial development authorities, including Noida and Greater Noida, after the relevant authorities complete the implementation process.

The Uttar Pradesh Cabinet has approved the new framework and details of the regulations have been sent to the state’s development authorities. The Noida Authority’s planning department is studying the provisions. The new system will come into force in Noida after approval by the authority’s board, according to the report.

Under the proposed rules, residential plots measuring up to 500 square metres and commercial plots measuring up to 200 square metres will qualify for automatic approval if all stipulated conditions are met. Applicants will still need to prepare and submit the required documents and follow the applicable building standards.

For residential plots measuring up to 100 square metres and commercial plots measuring up to 30 square metres, the framework provides for online registration and self-certification for affordable housing construction. The token registration fee for this category will be Re 1. The rules also specify a building plan approval charge of Rs 40 per square metre and a completion certificate fee of Rs 35 per square metre in Noida.

Applicants constructing on plots within the specified limits will have to get the plan prepared by a registered architect and upload it to the authority’s website along with the prescribed fee. Automatic approval will apply only when the application and documents comply with the applicable requirements. The provision is limited to plots allotted or approved by the authority.

The proposed fast-track process is tied to standard designs and site controls. The building plan must follow the authority’s standard design, while setbacks and open areas must remain compliant with prescribed norms. No changes to these requirements will be permitted under the automatic approval route. The same arrangement will apply to reconstruction after an old building is demolished, provided the prescribed conditions are met.

The change addresses delays in the existing approval process. Noida currently has about 33,000 residential plots, most of which are smaller than 500 square metres. Under the existing system, applicants submit an online request before starting construction, after which the planning department examines the proposal through four levels. The formal process provides for approval within a maximum of 15 days, but applicants often face delays and repeated visits to the authority’s offices.

The proposed self-certification system does not remove the applicant’s responsibility to provide accurate information or follow building regulations. If details in the submitted plan are found to be incorrect, or if construction violates the prescribed standards, the authority can cancel the approval. The authority will have the power to act within 30 days of receiving the application and later if a violation is detected. The Noida Authority board’s decision will determine when the new approval process becomes operational in the city.
