A proposal for a floating jetty and marina at Mumbai’s Nariman Point has moved forward after Maharashtra’s Ports and Fisheries Minister Nitesh Rane directed the Maharashtra Maritime Board to initiate work on the plan, according to a report by Loksatta – Mumbai. The proposal is intended to expand marine tourism infrastructure and create dedicated berthing facilities for private yachts, speedboats and luxury boats.

The proposed Nariman Point marina is being considered against the backdrop of limited dedicated facilities for private and recreational boats in the city. Existing jetties, including those near the Gateway of India, are used for passenger movement, tourism services and private boats. The overlapping use has contributed to congestion and operational management challenges in the Gateway area, the report said.
The Maharashtra Maritime Board is examining the possibility of developing a floating jetty and marina along the Nariman Point waterfront. The plan is not limited to boat berthing. The proposed facilities could include a yacht club, restaurants, cafes, exhibition space, seminar facilities and other tourism-related amenities.
The preliminary cost estimate cited in the report places the marine component of the project at about Rs 243 crore. Land-based facilities are estimated at approximately Rs 15 crore. The combined preliminary estimate is therefore about Rs 258 crore, although the report does not indicate that a final project cost, tender or construction schedule has been approved.
The project could be implemented through a public-private partnership. Under the proposal, marine infrastructure and associated visitor facilities would be developed as part of a broader effort to position Mumbai’s coastline as an international marine tourism destination. The report does not provide details on the proposed concession structure, private participation terms, approvals or the agencies that would be responsible for operating the marina.
The Nariman Point location also sits within a wider area of planned government activity. The report states that the Air India building in the vicinity is expected to accommodate a future shift of the state secretariat, or Mantralaya. However, no details were provided on how that proposed relocation would affect the marina’s design, access arrangements, security requirements or waterfront operations.
A dedicated marina could separate private and recreational boating activity from passenger and tourism operations at the Gateway of India. At the same time, the proposal will require further clarity on coastal permissions, navigation safety, environmental approvals, public access, traffic management and the responsibilities of public and private operators.
