Bengaluru Noise Pollution Is Falling—But the Data Has Gaps

Bengaluru appears to be quieter at several monitored locations than it was in 2018. Recent Karnataka State Pollution Control Board data, as reported by Bangalore Mirror, shows lower average noise levels near NIMHANS, RVCE on Mysore Road, Domlur and BTM Layout than the readings recorded at those locations before the COVID-19 pandemic. But the same data also shows that noise remains above permissible limits across these areas, particularly at night.

That tension is the central fact in Bengaluru’s noise debate. The available readings suggest some improvement at established monitoring stations. They do not establish that the city as a whole has become significantly quieter. Campaigners argue that the city has expanded, traffic patterns have changed and the monitoring network has not kept pace. If the places being measured no longer reflect the city’s noisiest or fastest-changing environments, a decline in readings may say as much about the monitoring system as it does about the soundscape.

The KSPCB figures cited in the report provide a comparison with 2018. Near NIMHANS, the monthly average noise level was more than 38% above the permissible daytime limit and nearly 62% above the limit at night in 2018. The recent readings were 14.2% above the daytime limit and 45% above the nighttime limit. This represents a reduction in the degree to which the monitored location exceeded the standard, but it does not indicate compliance. Nighttime noise remained substantially higher than the permissible threshold.

The pattern was similar at the other locations cited. Near RVCE on Mysore Road, recent noise levels were 24.4% above the permissible daytime limit and 55.3% above the nighttime limit. Keeping a station in the same place allows authorities to compare present readings with past readings. At the same time, a city’s land use, road hierarchy, traffic volume and activity patterns can change around that station. A stable time series can therefore coexist with a shifting city.

The issue is especially significant for Bengaluru because the reported sources identify traffic as a major contributor to urban noise. Experts cited in the report also point to infrastructure development projects, but identify vehicular noise—including the use of shrill horns—as the biggest contributor. That places noise within the city’s mobility and enforcement systems rather than treating it only as an environmental monitoring problem.

Dutt said campaigners had requested that authorities reduce and standardise decibel levels across vehicles. She also called for a stricter policy to penalise unnecessary honking.
