Pune MHADA Lottery Opens Wider Access For Applicants
Pune: Applicants competing for 4,462 homes under the latest MHADA Pune Board lottery can now use income proof from either of the last two financial years, removing a verification hurdle that had complicated applications. The change could make the affordable and inclusive housing process more accessible, while highlighting a broader challenge for public housing: digital systems must simplify eligibility without weakening checks on who qualifies.
MHADA officially opened online registration for the 4,462-tenement Pune Board lottery on August 24. The homes are being offered under the 20% Inclusive Housing and 15% Social Housing schemes, with units spread across Pune, Pimpri-Chinchwad and the PMRDA region. Under the revised arrangement, applicants can provide an income certificate or income-tax return for either financial year 2024-25 or 2025-26. The adjustment addresses delays in verifying recently filed 2025-26 returns, which had created difficulties for people attempting to complete their applications. The scale of the lottery gives the change wider significance. Of the total 4,462 homes, 2,971 are linked to the 20% Inclusive Housing scheme and 1,491 to the 15% Social Housing scheme. The distribution covers three distinct urban jurisdictions, reflecting the spread of housing demand beyond Pune’s municipal boundary.
For applicants, however, affordability is only one part of the equation. Eligibility systems that rely on multiple certificates, tax records and digital verification can become difficult for households with irregular incomes, first-time applicants or limited familiarity with online processes. MHADA’s own guidance lists income-tax returns and income certificates among the documents required for registration and confirms that applications are processed online. The lottery also sits within a larger housing challenge. As employment and infrastructure expand across the Pune metropolitan region, lower and middle-income households increasingly face pressure to remain close to jobs, education and public transport. Affordable housing located far from employment centres can reduce the practical value of a lower purchase price by increasing commuting time and transport costs.
That makes the location and connectivity of publicly supported housing important alongside the number of units delivered. Urban planners say future housing programmes need to be assessed through access to transport, schools, healthcare, open space and basic services, rather than through housing supply alone. Applicants for the current lottery have until September 15 to submit applications, while the earnest-money payment window runs until September 16. MHADA’s published schedule provides for a draft eligible list on September 29, followed by claims and objections, with the final accepted list scheduled for October 8 and the computerised draw on October 13. The immediate documentation change should reduce avoidable barriers. The longer-term test is whether digital housing systems can remain transparent, accessible and responsive while demand for affordable homes continues to rise across Pune’s expanding metropolitan region.
