Pune Action Highlights Risks To Native Fish Stocks

Pune: Authorities have moved against unauthorised African catfish farming near the Ujani Dam catchment and Kalthan No. 1 village in Indapur taluka, destroying fish stocks and initiating legal proceedings. The action puts renewed focus on the ecological risks of introducing invasive aquatic species into water systems that support native biodiversity, agriculture and local livelihoods.

A joint enforcement team constituted by the Pune district administration inspected the sites after receiving information about the cultivation of Mangur, commonly referring to African catfish (Clarias gariepinus). The species is prohibited for breeding and culture in India because of concerns over its impact on native aquatic ecosystems. The distinction between different catfish species is important. India has native walking catfish species, including Clarias magur, while the prohibited African catfish is a different species. The National Green Tribunal has previously directed authorities to ensure proper identification before taking action against suspected illegal farms. The ecological concern is particularly relevant around large water systems. African catfish is a highly adaptable predator and can compete with or prey on indigenous fish. Research compiled by the Wildlife Institute of India has documented concerns about its rapid reproduction, predatory behaviour and spread into natural water bodies. Such introductions can alter aquatic food chains and put pressure on species that are already affected by pollution, habitat changes and declining water quality.

The latest enforcement also carries a food-safety dimension. Cases have reportedly been registered under provisions of the Bharatiya Nyaya Sanhita, the Food Safety and Standards Act and the Environment (Protection) Act. The combination of environmental and food-safety provisions reflects the multiple risks authorities associate with unauthorised cultivation and handling of prohibited species. For communities around Ujani, protecting native fisheries has an economic dimension as well. Inland fisheries provide food and income, while healthy aquatic ecosystems support wider rural activity. The loss of native fish diversity can therefore extend beyond environmental damage to affect people whose livelihoods depend on local water resources. The case also highlights a recurring enforcement challenge: removing an illegal farm after exotic fish have been introduced is more difficult than preventing their entry. Monitoring hatcheries, transport routes, markets and ponds can help identify prohibited species before they reach natural waterways.

India has increasingly placed greater emphasis on indigenous fish conservation and sustainable fisheries. National programmes also recognise the importance of restoring native fish stocks and protecting aquatic biodiversity. The Pune action therefore needs to be viewed as part of a longer management task. Around reservoirs and catchments, effective surveillance, accurate species identification and responsible aquaculture practices will be essential to protect biodiversity while preserving legitimate fishing and rural economic activity.
