West Bengal is examining how artificial intelligence can be applied to everyday urban problems, from detecting waterlogging and ageing pipelines to assessing property taxes and monitoring bridges. The move could push civic administration beyond basic digitisation, giving Kolkata and surrounding urban areas new tools to identify infrastructure failures earlier and direct limited public resources towards priority needs.
The proposed applications cover several functions that directly affect residents. Authorities are considering AI-assisted assessment of property tax, licences and municipal revenue sources, alongside systems capable of mapping recurring waterlogging and identifying ageing water-supply infrastructure. For city administrations, the attraction is not simply automation but the ability to combine large volumes of civic data and flag areas requiring intervention.That shift could be significant for Kolkata, where drainage, mobility and ageing infrastructure often interact. AI-based waterlogging detection, for example, could help authorities identify recurring problem locations and compare them with drainage capacity, rainfall patterns and infrastructure conditions. Such technology, however, would only be useful if municipal agencies have reliable data and the capacity to act on the warnings generated.Parking has emerged as another area requiring a broader infrastructure response. The state has indicated interest in technology that can help understand parking demand, while also recognising the need for additional multi-level parking facilities. The issue illustrates a wider urban planning challenge: digital enforcement cannot substitute for adequate, accessible infrastructure. A smarter parking system still needs land, connectivity and facilities that work for residents and local businesses.
Bridge safety is also being considered. AI-enabled monitoring could potentially assist engineers by analysing inspection data and identifying signs that warrant closer examination. It would not remove the need for qualified structural inspections, but could strengthen preventive maintenance by helping authorities prioritise assets that require attention.West Bengal’s interest comes as the Centre’s Urban Challenge Fund moves into implementation. The ₹1 lakh crore programme can provide central assistance of up to 25% for eligible projects, while at least half of project financing must come through market-based sources such as municipal bonds, bank loans or public-private partnerships. As of July, 33 projects had received approval or in-principle approval nationally, indicating that cities are being pushed towards financially structured infrastructure proposals.The state already has digital systems for services including property tax collection, building-plan approvals and trade licences. The next challenge is ensuring that AI for urban infrastructure improves service delivery rather than becoming another technology layer.
For citizens, the test will ultimately be practical: fewer waterlogged streets, safer bridges, better-maintained networks and easier access to civic services. Technology can strengthen those outcomes, but only when paired with transparent data systems, skilled municipal staff, adequate investment and infrastructure planning centred on long-term urban resilience.
