Indore’s municipal administration is offering residents a limited window to clear long-pending civic dues through a special settlement mechanism under the National Lok Adalat, providing a full Indore property tax waiver on surcharge components for eligible cases. The initiative is designed to accelerate revenue recovery while giving households and businesses an opportunity to settle overdue property and water tax liabilities without additional penalties. The civic body is organising the Lok Adalat as part of its end-of-financial-year strategy to strengthen municipal finances before March 31. Under the scheme, taxpayers who settle outstanding dues during the settlement process will receive substantial relief in surcharge payments associated with delayed property tax and water tax bills. 

Municipal revenue officials say the programme seeks to strike a balance between enforcement and facilitation. Instead of pursuing prolonged recovery procedures, the administration aims to encourage voluntary compliance by offering a one-time opportunity to clear dues at reduced cost. Similar settlement mechanisms have previously been used across Indian cities to improve tax compliance while reducing administrative burdens on civic authorities. To ensure greater participation, officials have instructed revenue staff to reach out directly to major defaulters, including commercial establishments such as hotels, hostels, restaurants and fuel stations that hold significant outstanding dues. Local ward offices have also been asked to intensify awareness campaigns to inform property owners about the benefits of the waiver scheme and the settlement process. By clearing long-pending tax disputes through Lok Adalat proceedings, authorities can reduce legal backlogs related to municipal dues while simultaneously improving cash flow for urban services such as sanitation, road maintenance and water supply. However, compliance challenges and unresolved disputes often leave large portions of potential revenue uncollected. Settlement forums such as Lok Adalats offer a faster dispute-resolution mechanism that allows both civic bodies and taxpayers to resolve cases without lengthy litigation. Alongside the waiver programme, the administration has signalled a stronger enforcement approach for persistent defaulters. Municipal officials have begun identifying vacant plots and properties with unpaid dues, installing notice boards on such sites to alert owners and encourage settlement of pending tax liabilities. The Indore property tax waiver initiative also reflects a broader push toward financial sustainability for rapidly growing urban centres. As cities expand, reliable municipal revenue becomes critical for funding infrastructure upgrades, climate-resilient water systems and improved urban services.

Experts say transparent tax systems combined with periodic settlement schemes can improve public trust while strengthening local government finances. However, long-term fiscal stability will depend on consistent compliance and accurate property assessments rather than periodic recovery drives.
