Puducherry Expands Peri Urban Water Supply

The Puducherry administration has initiated a fresh round of investments in peri urban water supply infrastructure, launching augmentation works in Villianur and adjoining growth corridors. The projects are aimed at strengthening drinking water access in rapidly urbanising outskirts where population growth has begun to strain existing systems.

At Vineeth Nagar in Villianur, groundwork has begun for a 10 lakh-litre overhead storage reservoir and a new treatment facility, with an estimated project outlay of ₹22 crore. Senior officials from the public works department indicated that the infrastructure is designed to serve Uththiravaginipet and neighbouring settlements, with capacity calibrated to meet projected demand over the next two decades.The peri urban water supply upgrade forms part of a broader push to extend urban-grade infrastructure into fringe zones that are transitioning from rural to semi-urban character. Such areas often experience fragmented service delivery, with borewell dependence and seasonal shortages affecting households and small enterprises.

Urban planners note that Villianur’s expansion has been shaped by incremental real estate development and improved road connectivity to Puducherry’s core. However, water provisioning has lagged behind built-up growth. By investing in treatment and storage infrastructure, authorities aim to reduce groundwater extraction pressures and improve public health outcomes.A separate comprehensive water scheme has also been initiated for Jayaram Nagar sub-zone and Kanuvapet, signalling a multi-location approach to strengthening peri urban water supply networks. Engineers involved in the project say integrating new overhead tanks with upgraded pipelines will improve distribution equity and reduce leakage losses.

Water security has emerged as a critical concern for coastal territories like Puducherry, where erratic rainfall and saline intrusion threaten aquifers. Experts argue that augmentation must be paired with rainwater harvesting, aquifer recharge and demand management to ensure long-term resilience. Infrastructure without conservation, they warn, can lead to cyclical stress.The current investments are expected to benefit households as well as small commercial establishments that depend on reliable municipal supply. Improved water access can also stabilise land values and encourage planned housing development in peri-urban belts, reducing informal sprawl.

Financially, medium-scale capital projects such as overhead reservoirs represent foundational infrastructure rather than high-visibility schemes. Yet they form the backbone of climate-adaptive cities. Reliable storage capacity enables buffering during dry spells, while treatment plants ensure compliance with drinking water standards.Officials indicated that phased commissioning will follow civil works completion, with distribution integration planned thereafter. For Puducherry, the challenge will be to sustain maintenance standards and monitor usage patterns as demand evolves.

As peri-urban zones continue to absorb population growth, consistent investment in peri urban water supply systems will determine whether expansion translates into liveable neighbourhoods or recurring service deficits. The coming years will test how effectively infrastructure planning keeps pace with urban transition.
