UP Voter Registration Deadline Brings 2.7 Crore Gap Into Focus

Uttar Pradesh voters have until October 24 to submit Form 6 for consideration in the draft electoral roll scheduled for publication on November 12, as official data shows a gap of nearly 2.7 crore between the state’s projected adult population and registered electors.

The state’s electoral roll had 13,46,77,027 registered voters as of October 7, compared with a projected 16.17 crore residents aged 18 and above in 2026. The registered electorate therefore represents 83.30% of the projected adult population, leaving a difference of about 2.70 crore people.

The figures are based on population projections prepared by the National Commission on Population under the Union ministry of health and family welfare. The projections come from the July 2020 report of the Technical Group on Population Projections for India and States, covering the period from 2011 to 2036.

The gap should not be treated as a direct measure of citizens who have been excluded from the electoral rolls. An official source cited by The Times of India said population projections were estimates, while voter registration depended on citizenship, ordinary residence and other statutory eligibility conditions. Migration, demographic changes and errors in projections could also affect the comparison.

The difference is wider among women. Against a projected adult female population of 7,84,09,000, the electoral roll had 6,12,95,498 registered women voters on October 7, leaving a gap of 1,71,13,502. Among men, the projected adult population was 8,32,76,000, compared with 7,33,77,447 registered male electors, a difference of 98,98,553.

The elector-to-population ratio was 58.08% among men and 52.60% among women. The data also shows a substantial gap among first-time voters. Uttar Pradesh is projected to have 84,47,000 people aged 18 to 19 in 2026, but only 19,61,585 electors in that age group were registered as of October 7. That represents 23.22% of the projected population in the age bracket.

Uttar Pradesh chief electoral officer Navdeep Rinwa told The Times of India that eligible citizens who submit Form 6 by October 24 would be considered for inclusion in the November 12 draft roll, subject to scrutiny and completion of the prescribed process. Special enrolment campaigns will be held at polling booths, where booth-level officers will assist applicants.

The practical importance of October 24 arises from the time required to process an application. A Form 6 application normally takes eight to nine days, including a mandatory seven-day period during which the details are displayed publicly. Electoral rolls are scheduled to be frozen on November 2 to enable polling-station rationalisation and redistribution of electors, with a ceiling of 1,200 voters per booth.

Applications submitted between October 25 and November 11 fall between the practical cut-off and the formally notified claims and objections period. Rinwa said discussions were underway with the Election Commission of India on how those applications would be handled.

October 24 is not the final opportunity for registration before the 2027 assembly elections. Citizens born between October 2, 2008, and January 1, 2009, can apply during the claims and objections period from November 12 to December 11 if they will turn 18 by January 1, 2027. Those born on or before October 1, 2008, are already eligible to apply through continuous updation.

Claims and objections received during the Special Summary Revision are scheduled to be disposed of by December 28, with the final electoral roll due for publication on January 4, 2027. Form 6 is now being used without requiring applicants to establish links with the 2003 electoral rolls. Aadhaar is accepted among the documents for proof of date of birth and address, but its acceptance does not establish citizenship.
