Tiruvallur’s New Bus Terminus Is Bigger. The Kilambakkam Connection Is Still Too Infrequent

A larger 56-bay terminal has improved Tiruvallur’s physical capacity, but passengers heading towards Tamil Nadu’s southern districts still face an uneven direct-bus timetable to Kilambakkam. The problem exposes a wider weakness in Chennai’s decentralised bus-terminal strategy: terminal capacity and network connectivity are being delivered on different timelines.

Tiruvallur’s new bus terminus has been fully operational for less than two weeks, but the first important test of the facility has little to do with its platforms, shops or parking.

It is whether passengers can get where Chennai’s reorganised transport system now requires them to go.

Commuters travelling from Tiruvallur towards the southern districts have renewed calls for additional buses to the Kalaignar Centenary Bus Terminus at Kilambakkam, telling the Times of India that existing direct services can leave them waiting for hours. Transport officials said the feasibility of increasing services was being assessed.

The underlying connection is not new. Metropolitan Transport Corporation introduced Route 297 between Tiruvallur and Kilambakkam in June 2024, shortly after Kilambakkam became Chennai’s principal terminal for many southbound services. The original schedule provided departures at roughly two-hour intervals.

More than two years later, however, frequency remains the critical weakness.

Current GTFS-derived timetable data list eight Route 297 departures from Tiruvallur and eight from Kilambakkam. The service exists throughout the day, but the departures are not evenly distributed. From Tiruvallur, one scheduled interval runs from 4:05 pm until 7:10 pm — a gap of 185 minutes. From Kilambakkam, several intervals approach three hours.

That distinction matters.

The problem is not simply the number of buses assigned to a route. For a passenger trying to connect with a booked SETC or TNSTC departure at Kilambakkam, a three-hour timetable gap effectively turns a direct route into an unreliable connection.

A useful transport service must therefore be measured as a chain:

Tiruvallur origin → local access → Route 297 departure → road reliability → arrival at Kilambakkam → transfer time → southbound bus departure.

Failure anywhere in that sequence can force passengers to leave substantially earlier, change vehicles multiple times or pay for a more expensive alternative.

The new terminus solves a different problem

Tiruvallur’s new Thamizh Thendral Thiru Vi Ka Bus Terminus at Vedanginallur became fully operational on August 10 after an unusual gap between ceremonial inauguration and actual network transition.

The facility had been inaugurated in March, but the district administration subsequently fixed August 10 for full public use. It occupies roughly 5.5 acres and can accommodate 56 buses simultaneously — a major physical expansion from the old half-acre terminus, which could hold only about 10.

That expansion addresses congestion, circulation and terminal capacity.

It does not by itself improve bus frequency.

This is the essential financial and operational distinction. Construction expenditure creates bays, buildings, parking and passenger facilities. Additional service requires recurring expenditure: buses, drivers, conductors, fuel or electricity, maintenance capacity and operating kilometres.

Urban Acres has found no public route-level costing showing what an hourly or 30-minute peak Route 297 service would require.

Kilambakkam changed the geography of a long-distance journey

Kilambakkam’s opening fundamentally altered Chennai’s intercity transport geography.

Instead of reaching Koyambedu and transferring to a southbound bus in a relatively central location, passengers arriving from western suburbs and satellite towns increasingly have to reach a terminal at Chennai’s southern edge.

Tamil Nadu’s own policy documents recognise this connectivity problem. CUMTA has treated multimodal integration at Kilambakkam as a dedicated planning task, while a 2024 government review created a multi-agency steering arrangement involving CMDA, CUMTA, MTC, SETC, TNSTC, highways authorities and other agencies. Officials were explicitly told to approach Kilambakkam as a multimodal system rather than as isolated infrastructure.

That instruction remains relevant.

Kilambakkam’s dedicated suburban railway station is still not carrying passengers. Railway officials said this month that the station was likely to be commissioned around Deepavali, with railway-side work substantially advanced but the connecting skywalk remaining important to the opening.

Until that rail link actually enters service, road-based feeder connectivity remains disproportionately important.

A timetable discrepancy is itself a transparency problem

There is another issue Urban Acres would not reproduce uncritically.

The August 21 report says Route 297 makes 12 trips daily — six from each terminus. Current GTFS-derived sources instead show eight scheduled departures in each direction.

Urban Acres has not been able to establish whether the difference reflects a recent operational reduction, a timetable-data lag, cancellations or a reporting error.

MTC maintains a public bus-timing interface and states that its timetable information was updated on August 7. But transport users need more than a nominal timetable.

For a route functioning as an inter-terminal connector, the agency should publish scheduled departures, departures actually operated, cancellations, actual headways, average running time and passenger loads.

That would settle both the frequency dispute and the more important question: whether the service residents see on the road matches the service displayed in transport data.

The passenger outcome should determine the response

Commuters have asked for at least hourly buses and 30-minute frequencies during peak periods. That request should be treated as a proposed service standard, not automatically as an operational prescription.

MTC must assess passenger loads, time-of-day demand, vehicle availability, crew requirements and the relationship between Route 297 arrivals and major southbound departure banks at Kilambakkam.

There may also be a case for route restructuring. One Tiruvallur passenger proposed running through major inner-city nodes including Porur, Vadapalani, the airport corridor, Chromepet and Tambaram. But an inner-city service could serve more intermediate passengers while simultaneously increasing journey time and susceptibility to congestion. That trade-off needs modelling rather than anecdotal selection.

The immediate objective should be simpler: establish how many passengers are trying to make the Tiruvallur–Kilambakkam transfer, when they travel, how long they currently wait and how frequently the scheduled buses actually operate.

Tiruvallur now has enough physical space to handle substantially more buses than its old terminus.

The public-interest question is whether transport planning will use that space to create better journeys.
