Chennai Foul-Smelling Water Complaints in Perambur and Anna Nagar Puts Utility Coordination Under Scrutiny

Residents in parts of Perambur and Anna Nagar have spent up to a month dealing with foul-smelling or interrupted Metro Water supply. Officials suspect water mains may have been affected during storm-water-drain construction, but the evidence reviewed by Urban Acres does not yet establish sewage contamination, identify the damaged pipes or show publicly verifiable post-repair water-quality results.

CHENNAI — A drinking-water problem stretching across parts of Perambur and Anna Nagar is exposing a basic but consequential weakness in city infrastructure: Chennai’s roads may contain several utility systems, but residents experience them as one.

Residents interviewed by the Times of India say Metro Water supplied to some households developed a sewage-like smell, forcing families to rely on borewell water or purchased cans. On Ramachandran Street in Perambur, the problem reportedly persisted for close to a month. A Patel Road resident said her household had received no piped supply for at least 15 days after officials intervened. In Anna Nagar East’s N Block, residents described a similar smell lasting roughly two weeks.

This is already sufficient to establish a water-service failure.

It is not sufficient to establish that sewage has contaminated the network.

That difference matters because odour is an observable household experience while contamination is a technical finding. The triggering report does not publish microbiological test results, residual-chlorine readings or other laboratory evidence that would allow Urban Acres to describe the water as sewage-contaminated.

The most important clue is below the road

Metro Water officials quoted in the report suggested that water mains can be damaged when storm-water drains are constructed, allowing water quality to deteriorate.

There is enough independent evidence to treat the infrastructure interface seriously.

In June, Greater Chennai Corporation said approximately 70 km of missing-link storm-water-drain works funded through capital expenditure were being pursued across Chennai. Anna Nagar, Second Avenue and parts of New Avadi Road were among the locations identified as having drainage works or excavated stretches.

Perambur has also been the subject of substantial drainage work. A Tamil Nadu government tender published in May 2025 covered demolition and reconstruction of storm-water drains on Perambur High Road South and Patel Road in Zone 6, with an estimated tender value of ₹4.5936 crore and a stated 90-day work period. The procurement record later listed corrigendum and retender activity.

These records establish that the water complaints are occurring in neighbourhoods where road and drainage infrastructure has been under intervention.

They do not establish which excavation, if any, damaged which water pipe.

That requires an engineering incident record.

Chennai’s problem is therefore not simply “water versus drains”

Urban streets carry water mains, sewer lines, storm-water drains, power cables and telecommunications infrastructure within limited space.

When one agency excavates without a sufficiently reliable map of another agency’s asset—or when utilities are inadequately protected, temporarily supported or reinstated—the consequences can extend beyond a damaged road surface.

For drinking water, the service chain is:

Treatment → Bulk transmission → Reservoir → Distribution main → Local main → House service connection → Adequate pressure → Safe household supply

A problem in the final few metres can nullify all the treatment capacity upstream.

That is why citywide claims about treatment quality cannot alone answer what happened on Ramachandran Street or in N Block.

“Rectified” needs an evidentiary definition

Zone 8 officials told the newspaper that the Anna Nagar water was checked and the issue rectified. Zone 6 officials said the Perambur problem was being addressed.

But neither statement should close the case editorially.

CMWSSB’s own institutional framework places responsibility on the utility for providing potable, good-quality water and includes a grievance system for water and sewerage problems. Its water-supply project documentation also recognises daily monitoring of parameters including residual chlorine at points in the distribution system as an operating responsibility.

For a contamination complaint, a defensible closure record would therefore answer much more than “officials inspected the site.”

It should identify the affected main, the fault discovered, repair time, isolation period, flushing or disinfection undertaken, residual-chlorine readings, bacteriological results where warranted and the results of subsequent sampling from affected household connections.

None of those street-level records were publicly available in the evidence reviewed by Urban Acres.

Perambur shows why supply restoration must also be measured

Water quality is only half the issue.

One resident told TOI that Metro Water stopped supply to her connection while investigating and that water had still not returned at least 15 days later. Other residents said available borewell water was insufficient and that households were buying cans for cooking and drinking.

That changes the accountability measure.

The objective is not simply:

Find leak → repair pipe.

It is:

Find fault → isolate risk → repair → disinfect → test → restore pressure → confirm water at household → monitor recurrence.

Until the final steps occur, infrastructure has been repaired but the service has not necessarily been restored.

The financial burden shifts quietly to residents

No public cost estimate for the present water fault has been disclosed.

But when municipal supply becomes unusable or unavailable, the system effectively transfers part of the cost of infrastructure failure to households through bottled water, private cans, borewell pumping and time spent securing alternative supply.

That burden is particularly relevant in neighbourhoods where households cannot maintain significant private storage or afford sustained commercial-water purchases.

The equity test therefore is not whether both Perambur and Anna Nagar receive official attention. It is whether affected households can continue accessing safe water without having to privately substitute for the public utility.

The next disclosure should be a repair ledger

CMWSSB has separate operating areas covering Perambur and Anna Nagar: Area VI for Thiru-Vi-Ka Nagar, based in Perambur, and Area VIII for Anna Nagar.

That administrative structure should make street-level accountability possible.

For every reported contamination event, the public ledger should disclose:

complaint number → street → time received → distribution main → suspected cause → excavation agency → fault found → isolation → repair → flushing/disinfection → test result → supply restored → recurrence check

Where another public agency’s work damaged the main, the record should additionally identify the work package and the relevant restoration responsibility.

This would distinguish three very different situations:

  1. an odour problem without physical pipe damage;
  2. a confirmed distribution-main breach;
  3. actual microbial contamination requiring stronger remedial action.

At present, those distinctions remain unresolved.

Chennai cannot solve flooding by creating another utility failure

Storm-water-drain construction is necessary in a flood-prone city, and the existence of concurrent drain works is not evidence of negligence.

The accountability issue is sequencing.

A functioning drainage system and a functioning drinking-water network are not competing objectives. They are both essential city services.

If excavating one repeatedly disables the other, the problem is not that Chennai is building too much infrastructure.

It is that infrastructure is being treated as separate departmental works instead of a shared underground urban system.

For residents in Perambur and Anna Nagar, the test is now straightforward: not whether officials visited the streets, and not whether an excavation has been closed, but whether Metro Water can demonstrate that safe, adequately pressured water is once again reaching every affected connection—and publish the evidence to prove it.
