Telangana HC Seeks Records on Consumer Commission Appointments

The Telangana High Court has directed the state government to submit detailed records on the eligibility criteria and appointment process for chairpersons of District Consumer Disputes Redressal Commissions, after allegations that some appointments breached statutory provisions and Supreme Court guidelines.

Justice B Vijaysen Reddy sought details during a hearing on Wednesday, September 9, 2026, and said the issue involved a matter of public importance. The court did not grant interim orders at this stage and said the allegations would be assessed only after examining the complete official record.

The records sought by the court are expected to include the qualifications of the appointed chairpersons, the procedure followed for their selection, recommendations made by the selection committee and the state government’s approval process. The matter has been adjourned to September 17.

Advocate Vijay Gopal, appearing as a party-in-person, alleged that appointments to the district consumer commissions had not complied with legal provisions or guidelines laid down by the Supreme Court. He argued that several chairpersons did not possess the qualifications required for appointment to the post of a district judge and that there was no material showing they had cleared the relevant examination.

Gopal relied on information obtained under the Right to Information Act in support of his submissions. The court, however, observed that the RTI response could not by itself form the sole basis for deciding the matter. It said the state government’s position would also have to be considered before reaching a conclusion.

The court consequently directed the government to examine the original appointment records and submit complete details before the next hearing. The proceedings concern the functioning of District Consumer Disputes Redressal Commissions, which handle consumer disputes at the district level, but the court has not yet ruled on whether any appointment violated the applicable requirements.

The case will next be heard on September 17, when the government is expected to place the requested records and its response before the Telangana High Court.
