TCS has won a ₹122.6-crore bid to implement OSWAS 3.0, the next phase of Odisha’s digital governance platform, extending its partnership with the state government by around six years, the company announced on Tuesday.
The platform will be developed using TCS DigiBOLT and will combine workflow automation, system integration, analytics, security and artificial intelligence-enabled capabilities on a common digital foundation. The project is intended to expand the Odisha State Workflow Automation System, which supports digital file movement, electronic approvals, real-time tracking and access to government records.
OSWAS currently supports more than 4,600 government offices and nearly 50,000 users across Odisha, according to the company. The system has been used to replace paper-based filing and manual follow-ups with digital processes across the state administration.
“OSWAS has evolved into the digital backbone of the Government of Odisha, enabling seamless, transparent, and paperless governance across the state,” Vishal Kumar Dev, Additional Chief Secretary to the Government of Odisha’s Electronics and Information Technology Department and chairman of the Odisha Computer Application Centre, said in a statement. He said OSWAS 3.0 would build on that foundation and help simplify routine administration and support faster decision-making.
The latest phase will introduce a platform based on microservices architecture, with a focus on security, scalability and mobile access. It will also support the Odia language and integrate with other government systems, according to the announcement. These features are intended to improve accessibility and usability for officials working across the state administration.
Odisha’s digitisation of government workflow began in 2009, when TCS introduced OSWAS 1.0 for file processing and official correspondence within the state Secretariat. In 2018, OSWAS 2.0 brought a technology refresh, stronger infrastructure and a wider rollout across directorates, districts and corporations.
Sushil Jain, head of public services at TCS India, said the third phase would provide a more secure, scalable and mobile-first platform. He said it would give officials greater speed and visibility while strengthening accountability and connectivity across the administration.
The project marks the latest expansion of a technology platform that has moved from digitising Secretariat processes to supporting government offices across Odisha. The announcement did not specify the implementation schedule for individual modules or the timeline for full deployment of OSWAS 3.0.
