Tamil Nadu Mamallan Reservoir Clears Environmental Questions
Tamil Nadu’s proposed Mamallan Reservoir has entered a crucial legal phase after the state defended its coastal environmental approval before the Southern Bench of the National Green Tribunal, arguing that the project is essential for strengthening long-term water security in the fast-growing southern Chennai region. The case has become a significant test of how cities balance expanding infrastructure needs with the protection of fragile coastal ecosystems.
In its response before the tribunal, the State Coastal Zone Management Authority maintained that the environmental clearance granted under Coastal Regulation Zone (CRZ) regulations followed an extensive technical review involving multiple expert bodies. According to the authority, the proposed reservoir is designed to improve drinking water availability, reduce seawater intrusion into groundwater and strengthen flood management across several rapidly urbanising settlements in Chengalpattu district. The Mamallan Reservoir forms part of a broader strategy to improve water resilience as Chennai’s southern growth corridor witnesses rising residential, industrial and institutional development. Officials have argued that increasing pressure on existing water resources has made additional storage infrastructure necessary, particularly in areas that continue to experience seasonal shortages despite major investments in desalination and water supply networks.
Government submissions also state that the reservoir site lies on inland floodplain land rather than within reclaimed coastal waters. Authorities contend that the proposal complies with provisions permitting public utility infrastructure under CRZ regulations and emphasise that the project incorporates safeguards including ecological flow management, groundwater and biodiversity assessments, continuous salinity monitoring, pollution controls and independent environmental compliance reviews.However, the legal challenge reflects a wider debate that extends beyond regulatory compliance. Fishing communities and environmental specialists have continued to question whether the project adequately accounts for the ecological functions of the existing tidal wetland system. They argue that large-scale conversion of brackish water habitats into freshwater storage could alter fisheries, estuarine ecology and natural drainage patterns that have evolved over decades. Urban planners note that such disputes are becoming increasingly common as metropolitan regions attempt to secure future water supplies while conserving environmentally sensitive landscapes. Wetlands often perform multiple functions simultaneously, acting as flood buffers, biodiversity habitats and groundwater recharge zones, making development decisions particularly complex.
Another point of contention centres on public participation. Community representatives have maintained that residents whose livelihoods depend on the interconnected backwater ecosystem were not sufficiently involved during the planning process. Inclusive consultation is increasingly viewed as a critical component of urban infrastructure planning, particularly for projects with long-term environmental and social consequences. The tribunal’s eventual decision is expected to influence not only the future of the Mamallan Reservoir but also how coastal infrastructure projects are assessed across Tamil Nadu. As climate variability intensifies and urban water demand continues to rise, future planning is likely to face greater scrutiny over whether resilience objectives can be achieved without compromising ecosystems that already provide valuable natural protection for cities and surrounding communities.
