On April 16, 1962, West Bengal chief minister Bidhan Chandra Roy switched on a pipeline carrying dredged material from the Hooghly towards the Salt Lake area. The operation marked the beginning of a major land-reclamation project on Kolkata’s eastern edge. The objective was to convert a low-lying expanse of saltwater lakes and marshes into a planned township capable of accommodating the city’s expanding population.

The decision had followed several years of examination. The government had considered the area as a possible site for Kolkata’s expansion during the 1950s. A Dutch engineering consultancy surveyed the location in 1953, after which land was acquired for the reclamation project. The proposed township stood on land that was largely below the level considered suitable for urban development. Before roads, houses and public institutions could be built, the ground had to be filled and raised.

The solution was to use material dredged from the Hooghly. After a global tender, the government awarded the reclamation work to Invest Import, a Yugoslav firm. The project required more than simply transporting soil from one location to another. Dredgers extracted material from the river, while tugboats and barges moved it towards the reclamation area. Boosting stations and pipelines then carried the sandy slurry into sections of the wetlands.

The filling process took place gradually. As the solid matter settled, excess water was drained before more material was added. This sequence allowed the low-lying landscape to be raised in stages and converted into land that could eventually support roads, neighbourhoods and buildings. The reclamation covered about six square miles and was divided into phases rather than completed as a single operation.

The first sector was completed in 1965, followed by Sectors II and III in 1969. The first residents moved into the new township in March 1970, according to historical records cited in the account. The initial plan was largely residential, with roads and sectors laid out in an organised pattern. Over time, the area acquired commercial and institutional functions, expanding beyond its original role as a housing township.

That shift is important to understanding Bidhannagar’s urban identity. The project began as a response to land scarcity and population growth, but the city that emerged was not only a residential extension of Kolkata. It developed into a major urban centre with homes, offices, educational institutions, markets and commercial districts. The wider Salt Lake area later became an important business and technology hub, giving the reclaimed landscape a role in Kolkata’s contemporary economy.

The official naming history also reflects the area’s evolving identity. The township was named Bidhannagar after Bidhan Chandra Roy, while Salt Lake remained the name used widely by residents and the public. A 1973 Calcutta Gazette notification officially changed the name of Salt Lake City to Bidhannagar. Both names continue to shape how the area is understood: one describing the planned city that was created, the other preserving the memory of the landscape that existed before reclamation.

That earlier landscape was not vacant or unused land. The Salt Water Lakes formed part of Kolkata’s extensive eastern wetlands, containing water bodies, marshes and fishing grounds. Communities depended on the wetlands for pisciculture and other livelihoods. The area also played a role in the city’s natural drainage system. Reclamation therefore changed both the physical geography and the social use of the eastern edge.

This distinction matters because urban expansion is often described through the language of available land. In the Salt Lake case, the land was made available through a deliberate process of ecological conversion. Water and marshland were progressively replaced by filled ground, roads, houses and planned neighbourhoods. The result was a more formal urban landscape, but it was created by altering systems that had supported livelihoods and helped manage water.

The project thus presents two connected histories. The first is a history of infrastructure and engineering: a government identified land for expansion, commissioned surveys, engaged an international contractor and assembled a transport and pumping system to raise a low-lying site. The second is a history of wetland transformation: an area of water bodies, marshes and fishing grounds was incorporated into the city’s built fabric.

The source account notes that research into Kolkata’s urban ecology has documented the loss and alteration of large areas of wetlands as the city expanded eastwards. Within that wider pattern, Salt Lake is a particularly clear example because the reclamation was planned, named and executed as a major public project. The institutional framework behind the project was also central. The state government drove the process, beginning with site investigations and land acquisition, then selecting a contractor through a global tender. Engineering consultants, dredging equipment, river transport and pumping infrastructure were combined to overcome the site’s elevation and soil conditions. The project demonstrates that urban land is not merely a natural resource waiting to be occupied. It can be produced through public decisions, technical systems and large-scale alteration of existing landscapes.

At the same time, the history shows the limits of treating land creation as a complete answer to urban growth. Reclamation solved one problem identified by the government: the need for additional space for a growing population. But it also changed drainage conditions, wetland ecology and local livelihoods. The account does not establish the full scale of those subsequent effects, but it clearly identifies the environmental cost of replacing wetlands with urban development.

More than six decades after the first pipeline was switched on, Bidhannagar bears little physical resemblance to the Salt Water Lakes of 1962. Its roads, residential sectors, institutions, markets and commercial areas are now integrated into Kolkata’s eastern urban system. The success of the township as a built environment can therefore obscure the transformation required to create it.

Salt Lake’s history is ultimately a record of how Kolkata expanded by manufacturing urban land. It confirms the value of coordinated engineering, planning and public investment in creating a new township. It also shows that the urban edge is not empty space: it may contain ecological functions, economic activity and established communities before development begins. The developments that deserve continued attention are how the reclaimed city manages its water and drainage systems, how the remaining eastern wetlands are treated, and how future expansion accounts for the environmental role of low-lying landscapes.
