Rajasthan will introduce a common infrastructure tracker to monitor the progress of linear projects across departments, with monthly reviews by an empowered committee and quarterly reviews through the state’s Raj-UNNATI and government-to-government platforms, Chief Secretary V Srinivas said on Wednesday.
The monitoring system will cover linear infrastructure works and is intended to improve coordination, identify procedural bottlenecks and support time-bound execution. Srinivas announced the plan while chairing a review meeting on infrastructure implementation, inter-departmental coordination and administrative preparedness for the upcoming Chief Secretaries’ Conference.
Departments involved in the projects have been directed to finalise time-bound standard operating procedures and nominate nodal officers. The state government will use the existing Raj-UNNATI platform for part of the review process. Raj-UNNATI is an information and communication technology-based governance platform used to track key development projects, Central and state government schemes and public grievances.
The Chief Secretary also asked departments to examine a communication issued by the public works department and submit recommendations and action plans relevant to their responsibilities. The objective is to ensure that project-related decisions and implementation steps are coordinated across departments rather than handled in isolation.
Land acquisition, consent-based land purchases and forest clearances were identified as areas requiring faster administrative processing. Srinivas directed officials to establish pre-checking desks at district offices and divisional forest officer offices to examine these issues before they delay project execution. The move is designed to allow potential procedural problems to be identified earlier in the project cycle.
The forest and revenue departments were asked to coordinate to remove bottlenecks affecting projects of the National Highways Authority of India. The directions indicate that highway delivery is dependent not only on construction agencies but also on the timely completion of land and statutory clearance processes handled by state departments.
Utility shifting was another area highlighted during the meeting. The energy and public health engineering departments were instructed to monitor such works regularly at the highest level and complete them within stipulated timelines. Delays in shifting power, water and other public utilities can hold up road and other linear infrastructure works even after construction packages have been awarded.
Road safety was also included in the state’s directions. Srinivas said safety must remain a priority and called for strict preventive measures to curb accidents. The Chief Secretary further noted that the Union ministry of road transport and highways had appreciated Rajasthan for the time-bound implementation of infrastructure schemes on the ground by the public works department.
The tracker and review structure will therefore combine project monitoring with department-level responsibility. Monthly reviews by the empowered committee are expected to provide a regular mechanism for checking progress, while quarterly reviews through Raj-UNNATI and government-to-government platforms will provide a broader assessment of implementation. The state’s next steps are the finalisation of standard operating procedures, nomination of nodal officers and establishment of the proposed pre-checking desks.
