Pune Underground Mobility Plan Enters Survey Phase

Pune has moved a step closer to one of its most ambitious urban mobility proposals, with survey activities commencing for a planned 56-kilometre underground transport corridor that city authorities believe could reshape movement patterns across the metropolitan region. The initiative forms part of a broader package of large-scale infrastructure projects intended to ease congestion, improve connectivity and support long-term urban growth in one of India’s fastest-expanding cities. Municipal officials confirmed that preliminary groundwork has begun following a high-level review of key transport investments. Alongside the proposed underground corridor, authorities are simultaneously advancing plans for an Inner Ring Road and a High Capacity Mass Transit Route, projects that together are expected to influence future land use, commuting behaviour and economic development across Pune.

The proposed Underground Transport Corridor has emerged at a time when Pune faces mounting pressure from rapid population growth, expanding residential development and increasing dependence on private vehicles. Urban planners note that conventional road widening alone may not be sufficient to accommodate future mobility demand, particularly in densely built neighbourhoods where land acquisition remains complex and costly. To accelerate decision-making, civic authorities have opted to prepare feasibility assessments and detailed engineering documentation in parallel rather than through the traditional sequential process. Officials expect these studies to be completed later this year, potentially allowing initial implementation activities to begin sooner than originally anticipated.

The three projects together are estimated to require investments exceeding ₹75,000 crore, placing them among the largest urban infrastructure undertakings currently under consideration in Maharashtra. Funding models under evaluation include public-private partnerships and long-term concession frameworks designed to reduce immediate pressure on public finances while enabling large-scale construction. A significant technical question remains unresolved for the Underground Transport Corridor. Engineers are evaluating whether the network should adopt a twin-tunnel configuration or a double-decker structure. Transport specialists generally view tunnel design as a critical determinant of safety, operational flexibility, maintenance efficiency and long-term resilience. Detailed assessments are expected to guide the final decision. The proposed network would connect several high-traffic corridors that routinely experience severe congestion during peak periods. If implemented effectively, the corridor could create alternative travel routes beneath some of Pune’s busiest urban stretches, reducing travel times and improving network reliability.

However, infrastructure experts caution that large transport investments must be integrated with public transit systems, walking infrastructure and sustainable urban planning policies to deliver lasting benefits. Without such coordination, major road projects can sometimes generate additional vehicle demand over time. For residents and businesses, the coming months will be crucial as technical studies determine the project’s feasibility, financing structure and environmental implications. While construction remains subject to approvals and detailed planning, the start of surveys signals that Pune’s long-discussed underground mobility vision is moving from concept toward execution, potentially defining the city’s transport landscape for decades to come.
