Pune Traffic Plan Puts Decongestion Before Challans
Pune traffic police are testing a new operating model that puts road movement and shorter journeys ahead of routine roadside e-challan enforcement. During the pilot, personnel will rely more heavily on CCTV, the traffic control room and citizen reports while officers at busy junctions concentrate on keeping vehicles moving. The shift could change how Pune manages congestion, but its success will depend on whether enforcement remains effective alongside faster traffic flow.
The decision was taken at the first meeting of the city’s newly constituted traffic advisory committee. Under the pilot, officers will not routinely stop motorists solely to issue e-challans. Instead, technology will increasingly identify violations and support enforcement remotely. The Pune Traffic Police app already allows residents to report problems including illegal parking, wrong-side driving, blocked roads and other traffic-related issues. This distinction matters because traffic police resources are limited. An officer standing at a junction to process individual violations is not simultaneously available to manage a queue, clear an obstruction or respond to a rapidly changing traffic pattern. Redirecting manpower towards movement could therefore improve the use of personnel during peak periods. The experiment does not amount to a relaxation of road safety rules. Drunk-driving enforcement will continue, while technology and the control room will be used to pursue repeat violations, unpaid challans and offences involving tinted glass or improper number plates. The approach effectively separates enforcement from physical roadside presence where technology can perform the task.
Each major junction will also receive an area-specific traffic plan. Officers have been asked to identify bottlenecks and recommend interventions within 15 days. Local committees will examine issues such as footpath encroachments, obstructive parking, hawker-related congestion, signal timing, potholes and problematic junction designs. That local approach is important for Pune. Congestion is rarely caused by one factor. A damaged carriageway, blocked footpath or poorly timed signal can create delays that spread across several intersections. Fixing these problems requires coordination between police, the Pune Municipal Corporation and other agencies rather than treating traffic as an enforcement problem alone. The citizen-reporting element could add another layer of ground intelligence. Pune’s traffic app is designed to allow users to flag violations and physical obstructions, creating a direct channel between commuters and enforcement teams. However, a technology-led model must also account for digital access, response times and the risk of concentrating enforcement only where complaints are most frequently submitted.
The committee will review the pilot after two months. Its most useful measures should be practical: average journey times, queue lengths, pedestrian safety, crash risks and the persistence of repeat bottlenecks. A fall in challan numbers alone should neither be treated as success nor failure. For a city facing continued growth, the larger test is whether Pune can move from managing traffic after congestion occurs to preventing it through better street design, public transport integration and reliable civic maintenance. The pilot is a step in that direction, but its value will ultimately depend on measurable improvements for people using the city every day.
