Pune Takes Charge Of PMRDA Town Planning Schemes

Pune: The Pune Municipal Corporation (PMC) has formally assumed responsibility for implementing a series of town planning schemes previously managed by the Pune Metropolitan Region Development Authority (PMRDA), following the inclusion of 23 surrounding villages within the city’s administrative limits. The transition is expected to streamline infrastructure delivery, reduce planning delays and strengthen coordinated urban expansion as Pune continues to absorb rapidly developing peri-urban areas.

The transfer marks a significant administrative shift in the management of one of the region’s most extensive Town Planning Schemes, which were originally conceived to guide organised development across emerging urban corridors. With the affected villages now falling under PMC jurisdiction, the civic body will oversee planning approvals, infrastructure execution and long-term development strategies within these newly integrated neighbourhoods. Urban planners have long regarded Town Planning Schemes as an alternative to conventional land acquisition because they allow public infrastructure to be created through land pooling and redistribution. Instead of acquiring entire parcels, landowners contribute a portion of their land for roads, utilities, public spaces and social infrastructure while receiving serviced plots with improved development potential. The model is intended to balance private property rights with the need for planned city expansion.

Officials believe that placing planning and execution under a single authority could eliminate administrative duplication that often arises when multiple agencies oversee the same geography. The change is expected to improve coordination between civic departments responsible for roads, water supply, drainage, public amenities and development permissions, enabling infrastructure projects to move forward with greater efficiency. The planning framework inherited by PMC includes proposals for new road networks, open spaces, utility corridors and essential public infrastructure designed to support growing residential and commercial activity. These provisions are increasingly important as Pune experiences sustained population growth, rising housing demand and expanding economic activity beyond its traditional urban core. Experts note that integrated planning has become essential for cities witnessing rapid peripheral expansion. Without coordinated infrastructure investment, newly urbanised areas often struggle with fragmented road networks, inadequate drainage, limited public amenities and rising pressure on existing transport systems. Bringing the schemes under the municipal administration provides an opportunity to better align future investments with citywide mobility, environmental resilience and public service delivery.

PMRDA had spent several years completing surveys, statutory procedures and planning exercises before the jurisdictional change. While the metropolitan authority will continue implementing projects that remain within its boundaries, PMC will now guide execution in the merged villages, including processing future development proposals under the revised governance framework. As Pune continues to expand outward, the successful implementation of these Town Planning Schemes will play an important role in shaping compact, connected and infrastructure-ready neighbourhoods.
