Pune PMC Blacklists Contractor After Fatal Yerawada Drainage Accident

The Pune Municipal Corporation has blacklisted contractor M/s Shubham Ashok Khatode after a 69-year-old resident died in an accident at a drainage-line worksite in Yerawada, according to a report by Lokmat – Pune. The municipal action follows proceedings into alleged negligence during the work at Chitra Chowk.

The drainage-line project was being carried out under the Pune Municipal Corporation’s sewerage department. The civic body had issued a work order for the project to M/s Shubham Ashok Khatode, who was responsible for the work when the accident occurred.

The accident took place on 17 October 2026 and resulted in the death of Pradeep Laxman Pardeshi. The report identifies the incident as involving a drainage trench at the Yerawada site. The civic administration subsequently began proceedings against the contractor through its sewerage maintenance and repair department.

Following the death, the department issued a show-cause notice to the contractor. The contractor submitted a response on 23 October. The matter was then considered at a hearing before the Pune municipal commissioner, where the contractor’s explanation and other details of the case were examined.

After the hearing, Additional Municipal Commissioner Pavneet Kaur ordered that the contractor be blacklisted, the report said. Blacklisting prevents a contractor from receiving new work through the concerned municipal tender process during the applicable period. The report did not specify the duration of the ban imposed in this case.

The action places the safety of active municipal work sites and the accountability of contractors at the centre of the case. Drainage projects frequently involve open excavations and work along roads or public access routes, making site protection and safe movement important for residents as well as workers. The available report does not provide details of the safety arrangements at the Yerawada site, the specific circumstances of the accident, or whether any criminal case has been registered.

The blacklisting process can also have contractual and financial consequences. According to the report, a blacklisted contractor may be excluded from future tenders issued by the municipal corporation during the ban period. The civic body may also act against earnest money deposits and security deposits, depending on the applicable contract terms and order. A contractor may additionally be required to disclose the blacklisting while applying for works with other government departments.

The report stated that blacklisting can affect eligibility for tenders issued by departments such as the Public Works Department, Maharashtra Housing and Area Development Authority and the City and Industrial Development Corporation, subject to the rules applicable to those agencies. It also noted that a police case may be filed if fraud is established, but it did not state that such a case had been registered in the Yerawada incident.

The immediate administrative milestone is the implementation of the blacklisting order issued after the municipal hearing. Further details on the ban period, recovery of deposits, site-level safety findings and any additional legal action were not provided in the report.
