Pune Nashik Rail Debate Puts Connectivity Under Scrutiny

Maharashtra has opened a fresh technical review of the proposed Pune–Nashik semi-high-speed railway after concerns over its proximity to the Giant Metrewave Radio Telescope at Khodad stalled the original alignment. The move puts a major regional connectivity project back under scrutiny, while raising a larger planning question: how can Maharashtra expand low-carbon transport without compromising critical scientific infrastructure or the interests of communities along the corridor?

The expert panel, chaired by a former Atomic Energy Commission chief, has been asked to examine whether the earlier alignment can be retained or modified without affecting the telescope facility. The committee includes senior railway and district administration officials and has been given 60 days to submit its recommendations. The issue emerged after the original corridor, which included areas such as Rajgurunagar, Manchar, Narayangaon and Sangamner, came under scrutiny because of its proximity to the GMRT. The facility is a major radio astronomy installation whose highly sensitive instruments can be affected by radio-frequency interference. The Centre subsequently backed a revised alignment running through Ahilyanagar and Shirdi, with a detailed project report prepared for the new corridor. For transport planners, the decision is more complicated than choosing the shortest route between two major cities. Rail corridors can determine where industrial activity, housing, logistics and employment expand over decades. A route that bypasses established settlements may reduce some technical or land-use conflicts, but could also weaken the project’s ability to distribute economic benefits across smaller towns.

The original alignment has also acquired a strong local constituency. Residents and elected representatives in parts of Pune, Nashik and Ahilyanagar districts have argued that the direct corridor would provide better access to employment, education, markets and services. That pressure has intensified as the alternative route has moved closer to implementation. Recent protests across the region have underlined the depth of public concern over losing the proposed connection. At the same time, the GMRT constraint cannot be treated simply as an infrastructure clearance issue. Scientific facilities depend on carefully controlled operating environments, making the assessment of railway signalling, electrical systems, construction activity and train operations important before any alignment is reconsidered. Earlier government discussions have acknowledged that the original route raised concerns about interference with the observatory.

The Pune Nashik rail route now faces a test of planning discipline as much as engineering. A credible decision will need transparent technical findings, realistic alternatives and meaningful consultation with affected communities. If the project is eventually redesigned, its success should be measured not only by speed and distance, but by how well it protects scientific assets, limits unnecessary land impacts and creates durable regional connectivity.
