Pune Human Rights Probe Questions Police Conduct

Pune: The Maharashtra State Human Rights Commission (MSHRC) has initiated suo motu proceedings over allegations that three young suspects were publicly paraded by police in Pune after being tied to the bonnet of a police vehicle. The case has intensified concerns over policing standards, constitutional safeguards and accountability in one of Maharashtra’s fastest-growing urban centres.

Taking cognisance of widely circulated videos and media reports, the Commission directed the Maharashtra government and the Director General of Police to submit detailed affidavits explaining the circumstances of the incident and the action taken against the personnel involved. The matter is scheduled for further hearing later this month. The Pune Police human rights probe stems from an incident linked to the investigation of a murder case. According to the Commission’s preliminary observations, the suspects were allegedly subjected to public humiliation by being transported through city streets and residential neighbourhoods, where bystanders were reportedly allowed to assault them. The Commission said the allegations, if established through inquiry, could amount to serious violations of constitutional protections and established policing procedures.

The rights body has also ordered an independent fact-finding inquiry to examine the sequence of events and assess whether operational protocols were breached. Separate notices have been issued to senior police officials seeking their responses, while the inquiry will review video evidence, official records and other material placed before the Commission. Legal experts say the case extends beyond the conduct of individual officers and raises broader questions about institutional accountability. India’s criminal justice system is founded on the principle that every accused person is entitled to due process, regardless of the nature of the allegations. Public shaming or physical abuse before judicial determination of guilt undermines these safeguards and risks eroding public confidence in law enforcement. The Commission further expressed concern over reports that children who witnessed the incident were allegedly intimidated during the operation. Child rights advocates argue that such situations can have lasting psychological consequences and highlight the importance of ensuring that police action remains proportionate, lawful and sensitive to the wider community.
