Pune’s long-delayed High Capacity Mass Transit Route is entering a more concrete implementation phase, with the civic administration advancing technical studies, land-related work and consultant appointments. The Maharashtra government has also placed the project under a high-level mechanism overseeing major transport schemes. After decades as a planning reservation, the HCMTR is now being tested against the city Pune has become, where traffic growth, Metro expansion and dense development have changed the case for another major road corridor.
The HCMTR was first incorporated into Pune’s 1987 Development Plan and has remained part of subsequent planning documents. The current proposal is being treated as a roughly 36-km corridor, with a 24-metre width, although earlier and revised assessments have differed on alignment and scope. The route is intended to connect important radial roads and transport corridors around the city. The immediate push comes from a state-level effort to accelerate three major Pune transport projects: HCMTR, the Pune Metropolitan Region Development Authority’s Inner Ring Road and a proposed underground tunnel network. A high-powered committee has been created to oversee planning, financing and implementation, taking the HCMTR beyond the slower cycle of routine municipal planning.
PMC has been preparing the technical and administrative groundwork needed before construction. Officials have said work is expected to move forward after the monsoon, while recent administrative action has focused on identifying pending land requirements and coordinating acquisition proposals. Construction tendering is expected to follow once the preparatory process is sufficiently advanced. Land remains one of the project’s most important tests. A significant share of the proposed alignment is expected to use existing roads and government-controlled land, potentially reducing the scale of private acquisition compared with a completely new corridor. But that does not remove the social cost. Properties, businesses and neighbourhoods along the alignment could still face disruption as surveys, utility shifting and construction begin. The project also needs to be judged against Pune’s transport system today rather than the city imagined in the 1980s. Metro services have expanded, new road links have been created and employment has spread towards areas that were once peripheral. The updated technical work will therefore need to account for existing and planned public transport, changing traffic patterns and the potential for interchange between different modes.
That question is especially important because the HCMTR is fundamentally a road-led intervention. Its value will depend on whether it complements public transport rather than encouraging further dependence on private vehicles. Provision for buses and effective connections with Metro stations could determine whether the corridor becomes a broader mobility asset or simply adds road capacity. The financial challenge is equally significant. The project will require substantial capital beyond initial allocations, while construction costs, land requirements and utility relocation can change as detailed surveys progress. Officials have indicated an initial funding commitment, but the full financing structure will need to become clearer before large-scale construction begins. For Pune, the HCMTR is therefore no longer just a question of reviving an old proposal. The harder test is whether the project can be redesigned and delivered around current mobility needs, minimise disruption to communities and support lower-carbon travel. After nearly four decades, implementation will matter more than another announcement.
