Pune HCMTR Network Gains Fresh Implementation Push
Pune: The Pune Municipal Corporation has initiated the process to revive the long-delayed Pune HCMTR project, marking a significant step towards strengthening the city’s future transport network. By beginning the appointment of specialist consultants, the civic administration aims to move the strategic corridor closer to implementation after years of planning setbacks linked to land acquisition, environmental approvals and changing mobility priorities.
The latest move signals renewed momentum for one of Pune’s most ambitious urban transport proposals. Civic officials have invited bids for two separate consultancy assignments that will lay the groundwork for construction. One team will be responsible for updating engineering studies, refining project designs and preparing tender documentation, while another will oversee land acquisition, topographical surveys and statutory clearances required before work can begin. The Pune HCMTR project has remained on the drawing board for more than a decade despite being identified as a critical element of the city’s long-term mobility strategy. Urban planners say delays were driven by a combination of regulatory challenges, evolving transport policies and concerns over integrating the corridor with Pune’s expanding metro network and existing road infrastructure.
Recent policy direction from the Maharashtra government has accelerated efforts to restart the project, with civic authorities targeting completion of the preparatory phase before inviting construction bids. Officials have also indicated that initial financial support has been earmarked to enable the project to transition from planning to execution. Originally conceived as an elevated transport corridor spanning nearly 36 kilometres, the proposal has undergone a major redesign. Following a revised alignment approved by the state government, the network now extends to roughly 43 kilometres, reflecting changes in urban growth patterns and transport demand across the metropolitan region. Transport experts believe the corridor has the potential to reshape movement across Pune by creating an alternative high-capacity road network that can distribute traffic more efficiently. If integrated effectively with metro services, city buses and non-motorised transport infrastructure, the project could reduce travel times while improving connectivity between residential areas, employment centres and emerging economic zones.
However, urban development specialists caution that large-scale transport projects must be evaluated beyond their engineering benefits. Land acquisition, environmental safeguards, neighbourhood accessibility and pedestrian-friendly design will be critical to ensuring that infrastructure expansion supports inclusive and climate-resilient urban growth rather than encouraging unchecked vehicle dependence. Incorporating green buffers, effective stormwater management and multimodal interchanges could help maximise long-term public value. For Pune’s residents and businesses, the project’s revival represents an opportunity to address mounting congestion while supporting future economic activity. Yet its success will depend on transparent execution, timely approvals and close coordination between transport agencies, environmental regulators and local communities.
