Pune: Groundwater governance in Pune is set for a significant digital overhaul after the National Green Tribunal directed district authorities and the Central Ground Water Authority to establish integrated monitoring systems within six months. The move aims to improve oversight of groundwater extraction, strengthen water quality surveillance and create a coordinated regulatory framework following growing concerns over public health and long-term water security.

The tribunal’s directive comes amid heightened attention on groundwater management after the district’s Guillain-Barré Syndrome (GBS) outbreak earlier this year raised wider questions about drinking water safety and environmental monitoring. While investigations into the disease have progressed independently, the judicial intervention recognises that safeguarding groundwater requires stronger institutional systems extending beyond emergency health responses. At the centre of the initiative is the proposed Pune Groundwater Monitoring System, which seeks to digitally map groundwater assets and improve transparency in extraction and regulation. Authorities have been instructed to establish interoperable digital platforms capable of sharing information between district administration and the national groundwater regulator, enabling faster monitoring, enforcement and policy decisions.

The implementation framework outlines a phased approach beginning with a district-wide geographic information system (GIS)-based survey of borewells, dug wells and other groundwater sources. Each registered structure is expected to receive a unique digital identity, creating a comprehensive database that can support planning, compliance checks and scientific assessment of groundwater resources across urban and rural areas. Subsequent phases are expected to introduce electronic flow meters, telemetry-based monitoring and GPS-enabled tracking of private water tankers and drilling equipment. Experts believe such technologies could significantly improve accountability by identifying unauthorised groundwater extraction while providing regulators with near real-time information on groundwater usage patterns. Urban water specialists note that the Pune Groundwater Monitoring System represents a shift from reactive enforcement towards data-driven resource management. With Pune’s expanding urban footprint increasing dependence on groundwater for residential, commercial and industrial needs, integrated monitoring can help authorities identify areas facing aquifer stress, contamination risks and unsustainable extraction before they become larger environmental challenges.

The framework also proposes stronger enforcement measures against illegal borewells, environmental compensation for violations and wider promotion of rainwater harvesting to improve groundwater recharge. Together, these measures aim to balance extraction with conservation while enhancing the resilience of local water resources against climate variability and growing urban demand. Environmental planners argue that digital governance will only succeed through coordinated implementation involving municipal corporations, planning agencies, pollution regulators and district authorities. Unified information systems could reduce duplication of records, improve regulatory efficiency and provide citizens with greater confidence in groundwater management practices. As Pune continues to urbanise, reliable groundwater monitoring is becoming increasingly critical for public health, environmental sustainability and infrastructure planning. The tribunal’s timeline places responsibility on authorities to translate policy into operational systems, with future compliance expected to determine how effectively digital governance strengthens the district’s long-term water security.
