Noida Removes FAR Cap for Group Housing on Wide Roads

The Noida Authority board has approved Uttar Pradesh’s Model Building Regulations, 2026, removing the upper floor area ratio (FAR) limit for group housing projects along roads at least 45 metres wide and opening the way for greater vertical development in eligible parts of the city.

The regulations replace Noida’s existing ceiling of 3.5 FAR for group housing projects. The change could allow developers to build more floor space on qualifying plots, although building height will continue to be controlled by safety, fire clearance, aviation and other planning requirements.

The authority will examine how the new provisions should apply to sectors that are already substantially developed. A committee comprising officials from the Noida, Greater Noida and Yamuna Expressway authorities will study implementation issues and identify matters requiring decisions at the board level, Noida Authority CEO Krishna Karunesh said.

The decision was taken at the authority’s 224th board meeting, chaired by Deepak Kumar, Uttar Pradesh’s infrastructure and industrial development commissioner and chairman of the Noida Authority. The state cabinet had approved the regulations earlier this month.

The removal of the FAR ceiling is expected to influence the scale of future group housing development on plots that meet the road-width requirement. The authority’s stated conditions mean that additional floor space will not automatically permit unlimited height, with project approvals remaining subject to applicable safety, fire, aviation and planning rules.

The board also approved the Uttar Pradesh Private Business Park Development Scheme, 2025, and decided to invite requests for proposals to select a master developer for a proposed AI city-cum-business park in Noida. The development is planned to accommodate artificial intelligence facilities, global capability centres, information technology and IT-enabled services, research institutions, startups and skill-development facilities. The master developer will be selected through competitive e-bidding.

In addition, the board gave in-principle approval to a land allotment scheme for institutional IT and IT-enabled services projects in Sector 147. The scheme will cover 68,000 square metres of land.

For the automobile sector, the authority approved an integrated automobile complex on a 12,596-square-metre commercial plot in Sector 105. The entire plot will be allotted to a single lessee through a single-bid process. The project will have a permissible FAR of 4, a maximum building height of 20 metres and parking within the plot in accordance with applicable norms.

The board also approved the final report of Noida’s City Logistics Plan and decided to forward it to the state government for approval. The plan assesses industrial and commercial activity, freight movement, traffic management and existing logistics infrastructure. Its stated objectives include improving goods transportation and distribution, reducing logistics costs, easing congestion, limiting environmental impact and improving coordination between government departments, industrial units and transport operators.

The implementation committee will now examine the application of the building regulations, including their relevance to substantially developed sectors, while the proposed AI city developer selection will proceed through the planned request-for-proposals and competitive e-bidding processes.
