More than three years after being included in the municipal transport budget, the proposed fleet of Navi Mumbai Electric Double Decker Buses has yet to enter service, delaying plans to expand sustainable public transport and launch a dedicated sightseeing route across the city. The prolonged wait has raised questions over project execution as neighbouring transport agencies accelerate the transition towards zero-emission mobility. The proposal, announced as part of the Navi Mumbai Municipal Transport undertaking’s 2022–23 roadmap, envisaged the induction of ten air-conditioned electric double-decker buses. Besides strengthening daily commuter services on key corridors, the plan also included a tourism-oriented service connecting major landmarks, reflecting an effort to combine urban mobility with local economic activity.
However, despite growing demand for cleaner and higher-capacity public transport, the Navi Mumbai Electric Double Decker Buses remain under procurement. Transport officials indicate that the project continues to be active, with administrative processes related to approvals, tendering and vehicle manufacturing contributing to the extended timeline. Authorities remain optimistic that deliveries could begin before the end of the year, although no definitive commissioning schedule has been announced. The delay stands in contrast to broader developments across the Mumbai Metropolitan Region, where multiple transport undertakings have steadily expanded electric bus fleets to reduce emissions and modernise public transport. Urban mobility experts say that while procurement of specialised electric vehicles often requires longer implementation periods, extended delays can weaken public confidence in budget announcements and postpone the environmental benefits associated with fleet electrification. The proposed buses were expected to operate primarily on the Koperkhairane–Ghansoli corridor, offering increased passenger capacity while lowering operating emissions. Their introduction was also intended to support the city’s climate objectives by encouraging greater use of public transport over private vehicles.
In addition, the planned sightseeing service had the potential to improve access to recreational and cultural destinations, contributing to local tourism and supporting small businesses dependent on visitor activity. Transport planners note that electric double-decker buses provide advantages beyond environmental performance. By carrying more passengers within the same road space, they can improve corridor efficiency without requiring major road widening, an important consideration in rapidly urbanising cities where land availability is limited. Combined with renewable energy integration and efficient charging infrastructure, such fleets can become a key component of low-carbon urban transport strategies. As Navi Mumbai continues to expand through residential growth, commercial development and major infrastructure investments, demand for reliable public transport is expected to increase significantly. Experts argue that timely implementation of sustainable mobility projects will be critical to managing future congestion while reducing transport-related emissions.
The eventual rollout of the Navi Mumbai Electric Double Decker Buses could strengthen both commuter services and the city’s green mobility agenda. Until procurement is completed, however, the project remains an example of the gap that can emerge between infrastructure planning and on-ground execution, highlighting the importance of transparent timelines and consistent delivery in building resilient, people-centred urban transport systems.
