Mumbai Kandivali Railway Terminus Faces Land Challenge
Plans to develop a major Kandivali Railway Terminus in Mumbai’s western suburbs have encountered a significant obstacle as negotiations over defence-owned land continue between the Union ministries responsible for railways and defence. The proposed project, aimed at expanding long-distance rail capacity and easing pressure on existing terminals, remains dependent on securing a strategically located land parcel that is currently under defence administration. Railway planners have identified approximately 65 acres between Kandivali and Malad as one of the few remaining sites in Mumbai capable of accommodating a modern long-distance terminal alongside a full-scale coaching and maintenance facility. However, the land currently houses defence establishments, residential quarters and operational infrastructure, making its transfer a complex inter-ministerial issue.
Despite the uncertainty, railway authorities have continued technical planning for the Kandivali Railway Terminus, presenting updated project proposals to the Union government as discussions over land availability progress. Officials view the project as a critical element of broader efforts to strengthen Mumbai’s railway infrastructure, particularly as passenger demand continues to grow across the Mumbai Metropolitan Region. According to preliminary planning documents, the proposed terminal would feature multiple full-length platforms capable of handling 24-coach mail and express trains, extensive stabling lines, coach inspection facilities, maintenance workshops and operational infrastructure required for next-generation rolling stock. The project would also involve relocating existing coaching maintenance activities from Kandivali to a proposed facility in Virar, allowing the suburban site to function primarily as a passenger terminal. Transport experts believe the new hub could substantially reduce congestion at Mumbai Central, Bandra Terminus and Chhatrapati Shivaji Maharaj Terminus by distributing long-distance services across a wider network. Residents of the western suburbs would particularly benefit from improved access to trains serving Gujarat, Uttar Pradesh, Bihar and several northern states, reducing travel time required to reach existing departure stations.
The proposed Kandivali Railway Terminus also reflects changing approaches to urban mobility, where railway infrastructure is increasingly planned alongside metro services and major road corridors to improve multimodal connectivity. Its proximity to metro infrastructure and suburban railway stations offers opportunities to create integrated transport networks that reduce dependence on private vehicles while improving commuter convenience. Urban planners, however, caution that major transport investments must balance mobility expansion with efficient land use, environmental sustainability and coordinated institutional planning. Projects involving defence land require careful assessment of strategic priorities, public interest and long-term urban development goals before implementation can proceed. The proposal forms part of a wider programme to expand railway capacity in Mumbai, where increasing population, regional migration and economic growth continue to place pressure on transport infrastructure. Infrastructure analysts argue that expanding terminal capacity is essential for sustaining economic productivity, but equally important is ensuring that future projects incorporate resilient design, seamless public transport integration and climate-conscious planning.
As discussions between the concerned ministries continue, the fate of the Kandivali Railway Terminus will depend on whether competing land-use priorities can be reconciled. The outcome is expected to shape not only the future of long-distance rail travel in Mumbai but also the city’s broader strategy for integrated and sustainable transport infrastructure.
