Navi Mumbai Municipal Corporation is expected to spend ₹75.55 crore on structural repairs, concreting, resurfacing and related work after three major flyovers in Vashi, Nerul and CBD-Kopar Khairane are transferred from the Maharashtra State Road Development Corporation. The corporation will also have to bear their recurring annual maintenance costs.
The three flyovers are currently under the jurisdiction of MSRDC and are being transferred to the civic body as part of a wider plan to place the maintenance of 34 MSRDC flyovers in Mumbai, Thane and Navi Mumbai under the respective municipal corporations. The transfer process is being carried out in stages.
According to a report by Loksatta – Navi Mumbai, MSRDC has written to Navi Mumbai Municipal Corporation seeking further action on the handover of the Vashi, Nerul and CBD-Kokan Bhavan flyovers. The structures will require repairs to their components, along with concreting, asphalt work and improvements to connecting roads.
The estimated structural repair cost for the three flyovers is ₹55.21 crore. A further ₹20.33 crore has been estimated for resurfacing and other associated works, taking the total projected expenditure to ₹75,55,28,175. The figures were attributed to senior officials in the municipal engineering department.
The expenditure follows the state government’s decision to waive tolls for light vehicles, school buses and Maharashtra State Road Transport Corporation buses at five entry points to the Mumbai Metropolitan Region from October 2024. The toll plazas are located at Vashi, Mulund on Lal Bahadur Shastri Marg, Mulund on the Eastern Express Highway, Airoli and Dahisar.
To compensate the toll collection company for the revenue loss caused by the exemption, the toll collection period has been extended until 2029. However, the long-term responsibility for maintaining some roads, flyovers and other structures previously linked to the toll system has not yet been fully resolved, according to the report.
A state-level review meeting reportedly found that regular maintenance and repairs of some flyovers covered by the concession agreement with MEP were not being carried out adequately. The report also stated that potholes develop on important roads during the monsoon, leading to complaints from motorists.
The state government has since prepared a plan for unified management of these assets. Under the plan, the maintenance responsibility for MSRDC flyovers in Mumbai, Thane and Navi Mumbai is being shifted to the local civic bodies. The change will require municipal corporations to fund both the immediate repair backlog and future routine maintenance from their own budgets.
Navi Mumbai Municipal Commissioner Dr Kailas Shinde has placed a detailed proposal seeking approval for the ₹75.55-crore expenditure before the corporation’s forthcoming general body meeting. The decision taken by the general body will determine the next stage of repairs and the transfer-related works for the three flyovers.
