Mumbai Underground Project Advances Beneath Busy Tracks

Mumbai’s underground transport infrastructure has reached a technically sensitive stage after the southbound tunnel boring machine working on the Orange Gate–Marine Drive Urban Road Tunnel passed beneath seven operational railway tracks without interrupting services. The achievement in South Mumbai demonstrates the growing role of underground construction in a dense city where major surface corridors have little room for expansion. The tunnelling operation was carried out beneath an active Central and Harbour railway corridor that handles more than 240 train movements a day. The tunnel boring machine, measuring about 12.19 metres in diameter, travelled approximately 23 metres below the railway infrastructure during the crossing.

The Mumbai tunnel project completed 54 metres of excavation over five days while railway services continued above. Such operations require close control of ground movement because even small changes in soil conditions can affect infrastructure at the surface. The metropolitan authority responsible for the project used continuous instrumentation, surveying and supervision during the crossing. Railway officials and project teams also coordinated safety checks throughout the operation. The approach reflects a broader challenge facing Mumbai: major infrastructure increasingly has to be built beneath or alongside infrastructure that cannot simply be closed for construction. For commuters, the immediate benefit was continuity. No railway block was required for the tunnel boring operation, allowing one of the city’s busiest transport systems to function normally while construction progressed underneath.

The Mumbai tunnel project also illustrates why underground infrastructure is becoming more important in established parts of the city. South Mumbai has limited scope for widening existing roads without affecting buildings, businesses, public spaces and established neighbourhoods. Tunnelling can create additional capacity while reducing some of the surface-level disruption associated with conventional road construction. However, underground construction is not automatically a lower-impact solution. Large tunnel projects involve significant capital expenditure, complex geological conditions, energy-intensive machinery and long construction periods. Their wider value depends on whether the resulting network improves travel times, reduces congestion and integrates effectively with public transport. Urban infrastructure specialists say the key measure should therefore be the overall mobility benefit rather than the engineering achievement alone. A road tunnel can shift traffic efficiently, but its contribution to sustainable mobility is stronger when linked with rail, buses, walking infrastructure and other alternatives to private vehicle use.

The latest crossing is one milestone within a much larger project, and further tunnelling will continue to test construction teams as the alignment advances through South Mumbai. For the city, the operation offers a useful indication of what can be achieved when underground construction is carefully coordinated with existing transport systems. The next challenge will be ensuring that the completed corridor delivers measurable mobility gains without creating new pressure on surface roads and neighbourhoods.
