Mumbai’s street-animal management system is taking a digital turn, with the civic body introducing reflective QR-enabled collars for street dogs. The collars are designed to link individual animals with vaccination and health information, creating a more reliable record for field teams. The move could improve continuity of care while supporting the city’s longer-term effort to reduce rabies transmission and manage its free-roaming dog population. Announced on 20 August, the Mumbai QR dog collars replace older identification methods that can become difficult to read over time. Each collar carries a QR code intended to provide access to information associated with the animal, including vaccination and treatment details.

The change is significant because street-dog management involves repeated interventions across large urban areas. Without dependable identification, field teams may struggle to determine whether an animal has already been sterilised or vaccinated. A digital record can reduce unnecessary repeat procedures and help authorities identify gaps in treatment. The initiative forms part of the city’s Animal Birth Control programme and its stated objective of eliminating rabies by 2030. According to the information released alongside the programme, more than 50,000 dogs have been vaccinated and around 400,000 sterilised so far. For a dense city such as Mumbai, the value of the Mumbai QR dog collars extends beyond disease control. Street dogs occupy the same public spaces as pedestrians, residents, delivery workers and motorists. Better records can help civic teams understand where animals have been treated and where additional interventions may be required.

However, technology will only be useful if the underlying data remains accurate. Collars can be lost, damaged or removed, while dogs may move between neighbourhoods. A senior animal-management official would therefore need field verification, regular database updates and mechanisms for replacing damaged identifiers to ensure the system remains dependable. The reflective design also has a practical urban-safety benefit. Greater visibility after dark could make collared animals easier for motorists and other road users to notice, although the collars are primarily intended as identification tools rather than a substitute for broader road-safety measures. The programme also raises questions about how animal-health data will be maintained. A citywide digital system needs consistent information standards across vaccination, sterilisation and treatment records. It should also allow authorised field workers to update records quickly rather than creating another administrative layer.

The Mumbai QR dog collars initiative points towards a wider shift in urban animal governance, where public-health programmes increasingly depend on reliable data as well as physical interventions. Its effectiveness will ultimately be measured not by the number of collars distributed, but by whether the system improves vaccination coverage, reduces duplicate procedures and helps teams respond more efficiently. For Mumbai, that would make digital identification a practical tool within a broader, humane and evidence-based approach to managing street animals and protecting public health.
