Mumbai Mosquito Control Struggles Under Rising Disease Risk

Mumbai’s mosquito-control system is facing renewed scrutiny as elected representatives question whether the civic machinery is adequately equipped to contain breeding and mosquito-borne disease during the monsoon. Concerns raised at a BMC committee meeting include shortages of operational fogging equipment, inadequate ward-level supplies and gaps in action at construction sites, putting renewed focus on the effectiveness of preventive public-health infrastructure. The concerns come as Mumbai enters a critical phase of the rainy season, when stagnant water can create repeated mosquito-breeding opportunities. Recent civic data reported a sharp rise in vector-borne infections during the first half of August, with malaria cases reaching 1,797, dengue cases 613 and leptospirosis cases 111. Several affected areas also include neighbourhoods where construction activity has created potential breeding locations.

The Mumbai mosquito control system relies on two broad approaches. Anti-larval treatment targets mosquito breeding sites before adult insects emerge, while thermal fogging is used against adult mosquitoes. BMC’s Insecticide Department officially identifies both activities as core mosquito-control functions for diseases including malaria, dengue and chikungunya. Equipment availability is now becoming a key operational issue. BMC issued a maintenance tender in March for 224 pulse-jet thermal fogging machines across its ward-level pest-control offices. The contract covers two years, suggesting that maintaining existing equipment is itself a significant part of the city’s mosquito-control requirement. The civic body has also been expanding contracted fogging capacity. Separate three-year tenders were issued for vehicle-mounted thermal fumigation across the city, eastern suburbs and western suburbs. These contracts indicate that the corporation has recognised the need for sustained operational capacity rather than treating fogging as a short-term monsoon response.

Yet equipment alone cannot resolve the problem. The more consequential gap may lie in controlling breeding sources. Construction sites, open containers, drainage points and other locations where rainwater accumulates require regular inspection and treatment. BMC has recently reported implementing its Aarogya Sathi initiative at thousands of construction sites, with workers being trained to identify and prevent mosquito breeding. For a dense city, this makes Mumbai mosquito control a land-management issue as much as a public-health exercise. Construction projects that leave water-holding areas unattended can create risks beyond their immediate boundaries, while delayed enforcement can increase pressure on neighbourhood health systems. Urban health experts say the stronger approach is likely to combine routine surveillance, rapid treatment of breeding sites, functioning equipment and stricter accountability for premises where mosquito breeding is detected. Fogging can suppress adult mosquitoes, but it cannot permanently remove the conditions that allow populations to regenerate.

The immediate test for BMC is therefore consistency. Residents need predictable ward-level operations, while construction sites and other high-risk premises require regular monitoring. Better public reporting of inspections, treatments and equipment availability could also make the system easier to assess. As monsoon conditions persist, the effectiveness of Mumbai’s mosquito strategy will depend on how quickly these operational gaps are converted into measurable action.
