Pimpri-Chinchwad police have warned Ganeshotsav organisers and DJ operators that violations of prescribed noise limits will lead to criminal action, following cases filed against 31 mandals during Dahi Handi celebrations.
Additional Commissioner of Police Sarang Awad said the police would intensify enforcement against loud DJ systems during the upcoming Ganeshotsav celebrations. He said action would be taken against both DJ owners and office-bearers of mandals if sound limits were breached.
According to Awad, cases were registered against 31 mandals within three days during the Dahi Handi celebrations. Police also seized speakers, amplifiers, mixers and other sound equipment from the sites where violations were detected.
“During Ganeshotsav, the use of DJs is higher because there are more mandals. If there is a loud DJ system and the sound limits are violated, the mandals will face action. The action will be intensified,” Awad said, according to Loksatta.
The police said the applicable limits vary according to the time of day and the character of the area, including silence, residential, commercial and industrial zones. Awad said the limits cited by the police range from a minimum of 40 decibels to a maximum of 75 decibels, depending on the relevant category and timing.
The enforcement will not be limited to removing or seizing loudspeakers. Deputy Commissioner of Police Rohidas Pawar said legal action would also be taken against the president and organisers of a mandal, as well as the DJ operator and owner associated with the violation.
The warning places responsibility on both event organisers and commercial sound-system providers. Police officials said proceedings would not end with action against the equipment alone when a mandal is found to have breached noise-pollution rules.
Pawar appealed to residents and organisers to celebrate the festival without causing disruption or affecting the health and peace of others. The police statement did not specify the number of enforcement teams, the monitoring equipment to be used or a separate timetable for checks during Ganeshotsav.
The Pimpri-Chinchwad police are expected to continue enforcement during the festival, with action based on breaches of the applicable sound limits and against the organisers and DJ operators identified in those cases.
