The delayed nullah desilting operations affect several densely populated neighbourhoods including Kurla, Govandi, Mankhurd, Chunabhatti, Chembur and Deonar, areas historically vulnerable to waterlogging during intense monsoon events. Civic officials acknowledged that the desilting work in one administrative zone is unlikely to meet the municipal deadline set for the end of May, with completion now expected only in June.
The setback has intensified concerns over Mumbai’s broader flood resilience strategy at a time when extreme rainfall events are becoming more frequent and unpredictable due to climate pressures. Urban planners warn that incomplete drain cleaning before monsoon peaks can significantly reduce stormwater carrying capacity, increasing the risk of localised flooding, transport disruption and public health emergencies in low-lying settlements. Municipal authorities have shifted the pending work to another contractor after internal reviews reportedly found substantial delays in mobilisation and execution. According to officials familiar with the matter, only around two-thirds of the targeted desilting work in the affected zone had been completed despite the approaching monsoon deadline. The issue also exposed wider concerns about contractor oversight and accountability in critical urban infrastructure maintenance. Members of the civic administration questioned whether the original contractor possessed adequate machinery and workforce capacity to execute the assignment within the stipulated timeline. Elected representatives who inspected several drain locations in recent weeks reportedly found stretches where little or no visible desilting activity had taken place despite official progress claims.
Concerns have additionally emerged around encroachments and unauthorised structures obstructing natural drainage channels in parts of the city. Urban flooding experts note that such bottlenecks can significantly weaken the effectiveness of even large-scale desilting exercises by slowing water discharge during high-intensity rainfall. In rapidly urbanising districts like Bandra Kurla Complex and eastern Mumbai, shrinking natural drainage pathways continue to compound flood vulnerability. The delayed nullah desilting operation also highlights the growing complexity of maintaining ageing stormwater systems in a highly concretised metropolitan environment. Environmental researchers point out that Mumbai’s drainage infrastructure was designed for rainfall intensities far lower than the cloudburst conditions now increasingly recorded during monsoon months. Simultaneously, reclamation, road expansion and dense real estate development have reduced permeable surfaces that naturally absorb rainwater. While municipal officials maintain that most citywide desilting targets have been achieved, independent urban observers argue that uneven execution across vulnerable zones can undermine overall flood preparedness. The condition of the Mithi River, outfall channels and secondary drains remains particularly critical because these systems collectively determine how quickly stormwater exits the city during prolonged rainfall.
With monsoon activity expected to intensify in the coming weeks, civic authorities are now under pressure to accelerate the remaining nullah desilting work while strengthening on-ground monitoring mechanisms. Experts say Mumbai’s long-term resilience will depend not only on seasonal drain cleaning but also on restoring wetlands, protecting natural waterways and integrating climate-adaptive planning into future urban expansion.
