Mumbai Double Deckers Get Design Change For SCLR

Mumbai’s plan to expand its electric double-decker bus fleet has run into an unexpected infrastructure constraint: some vehicles are too tall for parts of the existing road network. BEST has asked the manufacturer to examine a 17 cm height reduction for selected buses, particularly to address clearance problems along the Santacruz-Chembur Link Road. The episode highlights a wider challenge for Mumbai’s public transport transition — new low-emission vehicles must fit the city’s existing streets as well as its future mobility plans. The immediate concern centres on routes passing beneath flyovers and bridges. Route 310 has been particularly affected, with the height of the newer electric double-deckers leaving limited clearance beneath structures along the SCLR. BEST is considering modifications to some of the buses yet to enter service, rather than altering the entire fleet. Technical feasibility and the cost of the redesign will need to be assessed before the final number is determined.

The issue is becoming more important because BEST is simultaneously preparing to bring another 150 air-conditioned electric double-deckers into its network. The undertaking approved the induction of the additional buses in August, with deliveries expected to restart after a prolonged delay. BEST has already received a smaller number of vehicles under the earlier arrangement. For commuters, the problem is not simply about vehicle dimensions. Double-deckers can carry more passengers without requiring additional road space, making them potentially useful on busy corridors where surface capacity is limited. Restricting them from routes with strong demand, however, reduces the value of that higher passenger capacity and can force operators to use different vehicle types on the same corridor.

The clearance problem also raises questions about how Mumbai coordinates transport procurement with road design. An electric bus may reduce tailpipe emissions, but its urban benefit is smaller if it cannot reach major employment centres, railway stations or interchange points. Transport planners have increasingly stressed the need to assess vehicle dimensions, turning movements, bridge clearances and depot requirements before expanding specialised fleets. There is a broader infrastructure lesson. Mumbai’s roads contain flyovers, older bridges, utility structures and corridors built to different design standards. As public transport shifts towards larger electric vehicles, compatibility with this uneven network becomes a planning issue rather than a vehicle-only problem. BEST is also considering five open-style electric double-deckers for sightseeing and group use, alongside the wider fleet expansion. That proposal would give the iconic format a new role, but the priority for the city’s everyday network remains dependable, accessible and safe public transport.

The Mumbai electric double decker buses programme will therefore be judged not only by how many vehicles arrive, but by how effectively they can operate across the city. Resolving clearance constraints before deployment could help ensure that fleet electrification translates into practical improvements for passengers rather than creating another layer of route restrictions.
