Mumbai’s efforts to strengthen east-west connectivity have encountered another setback, with the Sewri-Worli Connector and the reconstructed Elphinstone bridge now expected to become operational only in early 2027. The revised timeline extends commuter disruption while highlighting the growing complexity of delivering large transport infrastructure within densely populated urban environments. The integrated transport project, originally targeted for completion by September this year, has been pushed back after construction agencies encountered a series of engineering, logistical and operational challenges. The revised schedule affects both the replacement of the century-old Elphinstone bridge in Prabhadevi and the elevated Sewri Worli Connector, a strategic corridor designed to improve connectivity between Mumbai’s western waterfront, the eastern suburbs and the Mumbai Trans Harbour Link (Atal Setu).
The redevelopment of the 112-year-old bridge is central to the wider project. The existing structure, closed to vehicular traffic in September 2025, is being replaced by a double-decker bridge. The lower level will restore local road connectivity across the railway corridor, while the upper deck will integrate with the 4.5-kilometre Sewri Worli Connector, creating a direct link between major transport corridors and reducing dependence on existing east-west routes. According to officials associated with the project, construction has been affected by multiple factors rather than a single engineering issue. Delays in securing railway traffic blocks for demolition activities, extended utility relocation works, civic coordination requirements, monsoon conditions, labour shortages and local stakeholder concerns have collectively slowed progress. The dismantling of sections passing over operational railway lines proved particularly challenging, extending demolition well beyond the original programme and affecting subsequent construction milestones. Urban infrastructure specialists observe that transport projects built within established city centres frequently face constraints that are less common in greenfield developments. Maintaining railway operations, protecting underground utilities, managing traffic diversions and minimising disruption to surrounding communities often require phased execution, which can significantly influence project timelines despite careful planning.
The delay also has wider mobility implications. The Sewri Worli Connector is expected to play a critical role in distributing traffic generated by the Mumbai Trans Harbour Link while improving access between the island city and the eastern metropolitan region. Until the corridor is completed, commuters are likely to continue relying on already congested arterial roads, limiting the full transport benefits anticipated from recent investments in regional connectivity infrastructure. Transport planners argue that future urban infrastructure delivery must place greater emphasis on integrated project coordination, advanced utility mapping and realistic scheduling that accounts for operational constraints, particularly where multiple agencies oversee different parts of the same project. Such an approach can improve construction efficiency while reducing prolonged inconvenience for residents and businesses.
With work continuing through successive construction phases, attention will now shift towards maintaining execution momentum after the monsoon season. The successful completion of the bridge and connector will remain important not only for easing daily travel but also for strengthening Mumbai’s long-term multimodal transport network and supporting more sustainable patterns of urban mobility.
