Mumbai is preparing to strengthen first and last-mile public transport with the planned induction of 1,500 air-conditioned midi buses, a move aimed at improving connectivity between residential neighbourhoods and the city’s rapidly expanding Metro and suburban rail networks. The proposed fleet expansion reflects a wider strategy to create an integrated, low-carbon urban mobility system capable of supporting rising commuter demand. The Brihanmumbai Electric Supply and Transport undertaking is advancing plans to deploy compact buses on feeder routes serving Metro stations, suburban railway hubs and other key interchange points. The initiative forms part of a long-term objective to expand the city’s bus fleet to approximately 7,000 vehicles by 2027, enhancing the reach of public transport across densely populated areas.

Transport planners believe the Mumbai Metro feeder buses programme will address one of the biggest challenges facing urban transit systems—bridging the gap between mass transit stations and surrounding residential communities. While Mumbai has significantly expanded its Metro network in recent years, seamless first- and last-mile connectivity remains essential to encourage commuters to shift away from private vehicles and complete their journeys using public transport. The proposed midi buses have been selected for routes where conventional full-sized buses encounter operational constraints due to narrow roads, high-density neighbourhoods and congested traffic conditions. Their smaller footprint is expected to improve accessibility without compromising service frequency, allowing operators to serve local streets that are currently difficult to cover with larger vehicles. Officials familiar with the procurement process indicate that the tendering exercise has been completed, with bus operations proposed under a wet-lease model. Under this arrangement, private operators will supply and maintain the vehicles while the transport undertaking retains responsibility for route planning, scheduling and passenger services. The procurement is also expected to benefit from government initiatives supporting cleaner public transport and sustainable urban mobility.

Urban mobility experts note that the Mumbai Metro feeder buses initiative extends beyond increasing fleet numbers. Effective feeder services can improve Metro ridership, reduce dependence on private vehicles, ease road congestion and lower transport-related emissions. Integrating buses with rail-based transit is increasingly viewed as one of the most cost-effective approaches to improving accessibility while supporting climate-resilient urban development. The fleet expansion also complements the undertaking’s broader transition towards modern, air-conditioned and environmentally efficient buses. Improved passenger comfort, greater route flexibility and enhanced service reliability are expected to strengthen public confidence in bus transport, particularly among commuters travelling to and from newly operational Metro corridors. As Mumbai continues investing in high-capacity transit infrastructure, experts argue that supporting systems such as feeder buses will determine the overall effectiveness of the city’s mobility network. Well-coordinated multimodal transport enables passengers to complete journeys with fewer transfers, shorter waiting times and greater convenience.
