MPSC Inquiry Commission Opens Public Hearings in Mumbai

The MPSC inquiry commission will hold its hearings in public at the Food and Drug Administration headquarters in BKC, Bandra East, and has invited candidates, students and other individuals to submit affidavits and supporting evidence by November 16, Maharashtra FDA Commissioner Tukaram Mundhe said.

The commission’s office has been established on the second floor of the FDA building, in room 201. Mundhe, who is the panel’s member secretary, said the decision to keep hearings open was taken at the commission’s first meeting in the interest of transparency.

“Any individuals, candidates, and students possessing relevant information about this case can submit their statements through an affidavit to the commission on or before November 16,” Mundhe said while speaking to the press.

Submissions may be made in English or Marathi and must include a copy of the submitter’s identification documents along with self-attested supporting documents. A copy of the submission must also be sent by email to complaints.inquirycomm.mpsc@maharashtra.gov.in.

Mundhe said affidavits and documents submitted in response to the commission’s public notice would be treated as confidential. The commission will examine the submissions and retain the discretion to decide whether the people concerned should appear as witnesses.

The state government appointed the commission earlier this month following protests by MPSC aspirants after allegations of a question-paper leak in Pune continued for more than 10 days. The inquiry is headed by Justice Dilip Bhosale, retired Chief Justice of the Allahabad High Court, with Mundhe serving as member secretary.

The commission will investigate alleged malpractice, question-paper leaks and answer-key leaks in competitive examinations conducted by the Maharashtra Public Service Commission between 2023 and 2026. Its terms of reference cover nine examinations across several departments and service groups.

These include the Drug Inspector Examination Group-B, 2025; the Maharashtra Group-B Non-Gazetted Services Combined Preliminary and Main Examinations, 2025; and the Maharashtra Group-C Services Combined Preliminary and Main Examinations, 2025. The inquiry also covers the Maharashtra Agriculture Services Main Examination, 2024; the Food and Drugs Administrative Services Main Examination, 2023; the Maharashtra Civil Engineering Services Main Examination, 2025; and the Maharashtra Electrical Engineering Services Main Examination, 2025.

The examinations listed by the commission carry advertisement numbers 116/2025, 117/2025, 010/2026, 124/2025, 014/2026, 055/2025, 125/2023, 003/2026 and 012/2026 respectively.

For candidates, the public hearing process creates a formal route to place information before an inquiry headed by a retired high court chief justice. The commission’s stated confidentiality process also separates the submission of evidence from the later decision on whether an individual should be examined as a witness.

The immediate next step is the submission of affidavits and documents by November 16 at the commission’s office and through the designated email address. The commission will then scrutinise the material and determine which individuals, if any, should be called to give evidence.
