The Andhra Pradesh health department is set to introduce the MMATRIX portal, an AI-based system designed to register, track and review petitions received by the health minister’s office and monitor directions issued during ministerial meetings.
Health Minister Satya Kumar Yadav initiated the system through an order directing the department to develop the Minister’s Monitoring & Action Tracking of Representations & Inter-departmental eXecution portal in line with the paperless governance system. The department is expected to introduce the portal shortly, and it is being described as the first such mechanism among government departments.
Under MMATRIX, every petition will be registered online on the day it is received. The system will record the date of receipt, source, minister’s remarks, category, priority and details of the petitioner. It will also show where a petition is pending, which officer is handling it, what action has been taken, what remains outstanding and the deadline for disposal.
A 10-working-day processing period will normally be suggested for petitions. The secretary will determine the priority and specific time limit before forwarding a petition to the concerned department. The receiving department will have to record an acknowledgement and issue one to the applicant.
The head of the department will assign each petition to the appropriate officer. That officer will be required to submit an Action Taken Report, along with supporting documents, official orders and other evidence. The portal will not allow a petition to be marked as resolved solely because an Action Taken Report has been submitted.
A competent senior officer will examine the report and supporting material before confirming whether the petitioner’s issue has actually been addressed. If the report is deficient, it can be returned for correction. Earlier reports and remarks will remain part of the digital record, creating a continuing case history rather than replacing an incomplete submission.
The system will also require the secretary to record the reason for closing a petition and ensure that details of the action taken are communicated to the applicant. Representatives who submit petitions will similarly be informed about the action taken on the cases they present.
MMATRIX will include a Meeting ATR module to track directions issued during ministerial review meetings. The responsible officer, deadline and action taken will be recorded, while overdue matters will be flagged for subsequent review. A dashboard will provide a consolidated view of pending petitions, cases under process in different departments and matters requiring ministerial attention.
Users will be able to search cases through the MMATRIX identification number, petition number, e-Office acknowledgement number and e-Office file number. Searches will also be possible using details such as the subject, applicant, district and constituency.
Each petition will carry three key identifiers: the MMATRIX ID, the e-Office acknowledgement number and the e-Office file number. The system will prevent a case from moving to subsequent stages unless the required numbers have been entered. The health department’s next step is to introduce the portal and begin using it for petition and ministerial-direction tracking.
