MCD Approves Urbanisation of 48 Delhi Villages, Expands Civic Role

The Municipal Corporation of Delhi has approved the urbanisation of 48 villages across the capital, a decision that will place responsibility for expanding civic facilities and basic infrastructure in these areas with the corporation. The proposal was approved at an MCD House meeting chaired by Deputy Mayor Dr Monika Pant on Monday under Section 506-A of the Delhi Municipal Corporation Act.

The villages are spread across several municipal zones, including Narela, Bawana, Mundka, Burari, Kirari, Karawal Nagar, Yamuna Vihar, Shahdara, Chhatarpur, Matiala, Bijwasan, Najafgarh, Kalkaji and Badarpur. Matiala has the largest number of villages on the list at 11, followed by Narela with nine, Najafgarh with seven and Karawal Nagar with five.

The approved list also includes two villages each in Bawana, Mundka, Burari and Chhatarpur, and one each in Kirari, Yamuna Vihar, Shahdara, Bijwasan, Kalkaji and Badarpur. The report did not specify an implementation schedule, the facilities to be added in each village, or the funding allocation for the urbanisation process.

Urbanisation under the municipal framework can affect how local services and infrastructure are planned and delivered, including sanitation, road maintenance and other civic responsibilities. However, the MCD report did not provide details on whether separate area-wise plans, service benchmarks or project timelines would be issued for the 48 villages.

The meeting also saw disruption after Aam Aadmi Party councillors demanded the resignation of Delhi Public Works Department Minister Parvesh Verma over the Tilak Nagar matter. The proceedings were subsequently postponed, according to the report. Councillors also raised concerns about reducing pollution at street level, including the removal of road dust and action against traders storing or selling construction material along roads.

The House approved proposals to purchase 70 new mechanical road-sweeping machines for roads narrower than 60 feet. It also approved the purchase of 1,000 vacuum-based battery-operated litter-picking machines for cleaning roads and public spaces. The measures were presented as part of efforts to strengthen dust control and sanitation during periods of high pollution.

Councillors further called for vehicles parked on roads to be seized. The report said the challan for a seized vehicle is calculated according to its weight and the number of days it remains in custody, though no new enforcement schedule was specified.

Separately, the MCD has introduced the ‘Property Tax Settlement Scheme (SUNIYO 2) One Plus Seven’ to address old property-tax arrears. Under the scheme, taxpayers can deposit the principal property tax for the current financial year 2026-27 and the previous seven financial years by 31 December to receive relief from arrears, interest and penalties applicable to dues before 2019-20. The corporation plans to send messages to defaulters and organise awareness camps with group housing societies, resident welfare associations, market bodies and trade organisations.

The report also said the Delhi Development Authority’s Geographic Information System map under Master Plan Delhi 2047 will allow users to view land-use information digitally, locate properties and examine layers such as land-pooling areas and transit-oriented development zones. No further implementation details for the village urbanisation decision were announced in the report.
