Maharashtra Builds Wider Network For Electric Mobility
Maharashtra’s electric vehicle transition is moving beyond purchase incentives, with the state combining tax exemptions, toll relief and charging requirements to push cleaner mobility through 2030. The approach comes as EV registrations accelerate, but uneven charging access remains a key constraint. The policy therefore places infrastructure, buildings and public transport alongside vehicle adoption, signalling a broader shift in how Maharashtra plans its urban transport system. The Maharashtra EV Policy 2025 runs from April 2025 to March 2030 and targets electric vehicles at 30% of all new registrations by the end of the policy period. The ambition is higher for some segments: electric two-wheelers and passenger three-wheelers are each targeted at 40%, while electric cars are targeted at 30%.
The early numbers indicate strong consumer uptake. The state’s official EV portal recorded 328,559 vehicles registered under the policy from its commencement through July 2, 2026. Electric two-wheelers accounted for 271,705 registrations, while electric cars reached 37,556. The policy also seeks to reduce the upfront and running costs of electric mobility. Eligible EVs registered during the policy period receive exemption from motor vehicle tax and registration-related fees. Passenger EVs are also eligible for full toll exemption on the Mumbai-Pune Expressway, Samruddhi Mahamarg and Atal Setu. For cities, however, the more consequential test may be charging availability. Maharashtra had 4,166 public charging stations by December 2025, including 1,205 fast chargers and 2,961 slow chargers. That placed the state second nationally by station count, behind Karnataka.
The policy proposes charging facilities at 25-kilometre intervals on state and national highways. It also requires charging provision in government parking areas and seeks EV-ready infrastructure in new residential and commercial developments. New homes are expected to provide EV-ready parking, while commercial buildings face separate charging-readiness requirements. That built-environment component matters because EV adoption increasingly depends on where vehicles can charge, rather than simply how many are sold. For apartment residents without private parking, reliable community charging could determine whether electric mobility is practical. For commercial districts, workplace and destination charging can reduce pressure on public fast-charging networks. The environmental case is significant but should not be overstated. Maharashtra’s policy estimates that its measures could cut about 325 tonnes of vehicular PM2.5 and one million tonnes of transport-sector greenhouse gas emissions by 2030. Yet the state’s air-quality data also shows that construction, road dust, biomass burning and industrial activity are major pollution sources, meaning EV adoption alone cannot resolve urban air-quality problems.
The next phase will therefore depend on execution: expanding fast chargers, ensuring reliable electricity supply, integrating charging into new development and making clean public transport accessible. Maharashtra’s EV transition is gathering scale; its success will be measured by whether infrastructure keeps pace with the vehicles arriving on its roads.
