Madhya Pradesh Samagra Records Case Exposes Child Data Gaps

A district inquiry in Damoh has found 105 children registered at different points under a single Madhya Pradesh Samagra family ID, with several records showing children as “Adopted” and some entries allegedly transferred between families using forged or questionable documents. An FIR has been registered against six people, while officials search for the children and verify their current status.

The alleged irregularities relate to Samagra family ID 40777745 and span more than 11 years, from January 2013 to June 2024, according to the findings cited in the FIR. The case began after Damoh district Bal Kalyan Samiti chairperson Deepak Tiwari complained to the district collector about suspected manipulation of children’s registrations and family records.

The collector ordered a four-member inquiry, which examined Samagra data and supporting documents before the police case was registered at Damoh Dehat police station. The investigation is examining whether the matter involved fraudulent data entries alone or whether the records point to a wider network connected to the identities and placement of children.

Samagra is used by Madhya Pradesh authorities to maintain family and beneficiary records for public services. In this case, the inquiry found that 105 children or members had been registered under the same family ID at different points in time. Several were shown as adopted in relation to the family head, and the documents submitted for their registration were allegedly inconsistent with prescribed procedures.

The inquiry also identified cases in which children’s records were moved from one family ID to another. In one instance, a child bearing Samagra ID 132503068 was initially registered under family ID 42304379, headed by Sanjeev Lewart. The record was later transferred through the Janpad Panchayat Damoh login and added to family ID 40777745, which carried the records of 105 children. The entry was subsequently deleted, according to the FIR.

The inquiry held a Janpad Panchayat employee named Dilip responsible in connection with registration based on allegedly forged documents. It also held Lewart responsible for having the child added to his family record without following the prescribed procedure. The FIR names Sanjeev Lewart, Ramlal Kashyap, Praveen Paul, Jagdish, Parth Rajpoot and Dilip under various sections.

Other family IDs examined by the inquiry included 25395117, headed by Praveen Paul, where a child was recorded as “Adopted”, and 43507123, headed by Ramlal Kashyap, where three children were listed under the same relationship. Investigators examined identity details, dates of birth and Aadhaar-related records. In one case, the inquiry reportedly found differences between the person reflected in family records and the person appearing in other documents.

A possible religious-conversion angle is also being investigated, but no conclusion has been established in the supplied report. Tiwari said the circumstances warranted a deeper inquiry so that the facts and any wider chain behind the registrations could be determined. Investigators are examining whether any connection exists between the alleged identity manipulation, adoption entries and conversion activity.

Officials are now trying to locate the children and establish their present status. The police investigation and administrative verification will determine whether the alleged irregularities were isolated record-level violations or part of a broader system of unauthorised registrations and transfers.
